This paper expatiates the theory background, first of all, the training is one of the important responsibilities of the human resources development, secondly, the training is the important way to keep the sustainable development of human resources. Topics of social and historical background is a consensus has emerged among talent is the first resource, many countries government agencies will be training as a fixed content, essential work and spend a lot of financial staff education and training to promote development. Choice of China's tobacco reality background, first of all, introduce the management system of China tobacco, secondly, that tobacco worker vocational training is helpful to social stability, the third industry has entered a bottleneck period of inflection point is put forward, want to go to the level of tobacco, must pay attention to and strengthen the training work. In this paper, we study the tobacco monopoly bureau(company) the worker vocational training in the training materials cannot meet the demand of training, lack of training teachers, training condition cannot meet the needs of the skills training, lack of effective training pattern and scientific training methods, training evaluation index was flawed, to develop the suitable training materials to meet the training requirements, multi-channel to absorb, training of teachers, improve the training conditions, meet the needs of skill training and establish an effective training model and design scientific training method revised implement training, training evaluation indicators such as strategy, make the tobacco worker vocational training programs to meet the actual needs.
