Research Of Green Jobs Development In Jilin Province

“Green Jobs” is an emerging employment term formally proposed in 2007.Once the term was proposed,it was highly concerned and valued by governments and industry scholars.According to the International Labor Organization(ILO)definition of green employment,“green employment” refers to the decent work created in the economic sector and economic activities that can reduce environmental impact and ultimately achieve environmental,economic,and social sustainability.From the definition of green employment,it is not difficult to see that it is based on the existing employment system as a platform and medium,pursuing economic,social,population,resources,and environment and other aspects of common development,coordinated development and sustainable development as the ultimate A kind of employment concept and employment form of the target.At present,all countries in the world are facing crisis from the aspects of resources,energy,climate,environmental pollution and unemployment.Green employment is considered to be one of the most effective and feasible ways to solve these problems.It is an effective solution to economic development and ecology.As for the contradiction between environmental protection,green jobs can not only satisfy employment demands,promote the economic development of a country or a region,increase the total economic output,but also ensure that environmental pollution is minimized and even zero pollution is achieved.Therefore,it is necessary for all countries and regions in the world to introduce and vigorously develop green jobs.This paper attempts to study the green employment problem in Jilin Province from four levels: First,the origin and development level of green employment,both domestically and abroad,are facing the same threats as climate warming,environmental deterioration,and employment unemployment.This is the result of green jobs.The main background of the project is followed by the level of development of green jobs and potential for development in Jilin Province.Starting from the distribution of industries,the distribution of jobs,and the number of employees,with the help of the index of deviation of industrial structure,the quantitative and qualitative analysis of green employment in the province The development status quo and future development potential and development space,and points out the inadequacies;third is the experience of foreign countries for reference,in-depth exploration of the representative countries of the United States,Germany,Japan,Denmark and other countries of the advanced green experience,and its long,To avoid shortcomings,combine its excellent experience with the provincial situation in our province,and provide lessons for it;and finally,to address the shortcomings and defects in the development of green jobs in Jilin Province,and propose countermeasures in four aspects: propaganda,legal system,demonstration,and training.The proposal is to achieve the goal of promoting the development of green jobs in Jilin Province.Through the study,the author found that: 1.Green jobs in Jilin Province started relatively late and are still in the early stages.The technology is immature and slow to update,the industry coverage rate is low,the number of employees is low,the overall level is low,and the green jobs in more developed provinces and developed countries There is still a large gap in the level of development;Second,there is still a large potential for development and development in green jobs in Jilin Province.The government and society should appropriately increase green employment investment,establish and improve green employment laws and regulations,and relevant departments formulate more relaxed green employment policies.The labor and technical departments and schools should cultivate age-appropriate and green employees to promote the development of green jobs in our province from multiple angles.
