Research On The Adjustment Of Industrial Structure In Hebei Province From The Perspective Of Green Development

Industry is an important driving force for the stable development of national economy.However,with the acceleration of the industrialization process,economic development model of the industry based on the energy consumption of resources has caused serious damage and pollution to the ecological environment.The adjustment of industrial structure has been given new challenges and new tasks in the contradiction of the increasingly intensified environment and development.O n the fifth plenary session of the 18 th CPC central committee,general secretary Xi Jinping proposed the "five concept development " and stressed the development of green.Structure adjustment of the industry from the perspective of green development focuses more on resource conservation,e nvironmental protection,productivity improvement and sustainable development.Recently years,the serious continuous haze in Hebei province shows that the way of extensive industrial development without considering resource carrying capacity and environme ntal capacity is wrong.Under the state of the increasingly serious ecological environment,Hebei industry must take the green development measures and the first measure to promote the green development of industry is to adjust the unreasonable industrial structure.Therefore,under the green development,it is very meaningful to promote the adjustment and optimization of industrial structure in Hebei.First,this paper systematically presents the evolution and development of industrial structure in Hebei province.It is clearly to learn about the characteristics and advantages and disadvantages of industrial development in Hebei province.Hebei is close to the capital of China,Beijing,so the industrial development of Hebei is related to the national polic y.Especially during the planned economy period,Hebei's development can be seen as a microcosm of China's industrial development.Hebei province is in the middle stage of industrialization,heavy industrial structure,low industrial technology,unreasonable organization structure,all of them block the sustainable development.Secondly,this paper builds an industrial green evaluation index system,and evaluates the level of greening of industrial structure in Hebei province.Industrial energy consumption is high in Hebei and its waste utilization rate is low,so its green degree is not deep.More than half of twelve dominant industries are energy-intensive,polluting industries.However,generally speaking its green development potential is still very large.Because that the green development emphasizes the efficiency and sustainable development,this paper uses DEA model to measure the efficiency of the industrial structure in Hebei province and uses time series model explains the environmental effect o f industrial structure: This paper uses the relevant statistical data of 2015 to measure the production efficiency of 39 industries in Hebei province.It presents that industrial production is inefficient.There are only two industries that achieve DEA efficiency,and 22 industries have serious resource investment redundancy;The paper makes comprehensive index of industrial environmental pollution in Hebei province by using relevant statistics for 1995-2015 and entropy weight method.Then make it with industrial organization structure,technological structure,industry structure and other variables conduct a empirical test by means of cointegration test and Granger causality test.According to the test results,we know that the change of industrial structure in Hebei province does cause different levels of environmental pollution,and heavy industrial structural is the granger cause of industrial environmental pollution.Based on the above research results,the last chapter in this paper respectively from adjusting advantage industry,expand the industrial scale,development of circular economy,perfecting the innovation mechanism,ect,put forward to promote the greening of industrial structure adjustment in Hebei province corresponding countermeasures and suggestions.
