| People are the most active factor in the elements of productivity.Human resource allocation is an important part of human resource management activities.In the process of modernization,modern human resources allocation needs to adapt.Customs is the central and vertical management of the country’s entry and exit supervision organs.The customs civil service is a relatively independent team that enforce the orders and bans,and its human resources management has its own characteristics.China Customs is the national administrative organ that implements the supervision on entry and exit.It follows the Chinese central vertical management system.Customs civil servants is a militarized disciplined forces,it conducts customs ranks within the administrative system which is the third ranking system in china after the military ranks and police ranks.Compared with the enterprise and the local government department,its human resource management has its own unique characteristics.However,For a long time,the customs has been using personnel management instead of human resources management,which causes the pattern of its human resource allocation activities relatively extensive.Under the current situation,how to improve the management level,optimize the configuration performance is the key.GB Customs,directly under the General Administration of Customs management,holds the total number of personnel ranking fifth in the customs system.This essay tries to explore how to change the traditional personnel management model and configuration of GB Customs and improve the human resources management performance,as well as the ways to meet the challenges posed by the opening of the Hong Kong-Zhuhai-Macao Bridge which will add 500 people to the current personnel group.This essay first reviewed the literature theories of human resources management,from the generation of human resources management theory to the emergence of human resource allocation theory,as well as various methods of human resource allocation,which created the theoretical premise for the later-on research on human resource allocation.Then,based on the elaboration of the development process of the customs,this paper analyzes the objectives,principles and contents of the customs human resources allocation,and lays the foundation for the concrete analysis of the human resources situation of GB Customs.Based on the actual situation of GB Customs team,this paper makes a systematic and comprehensive analysis of the human resources of GB Customs by using data comparison analysis and questionnaire survey as its methodology.Through the analysis,it is found that the increase of human resources in GB Customs is related to the actual factors such as the new establishment and the growth of business volume.The questionnaire and the data of the factors affecting the allocation of human resources are confirmed by the questionnaire.Then,this paper makes an in-depth analysis of the problems existing in the allocation of human resources in GB Customs,and finds out the specific causes of the unequal and unreasonable human resource allocation.On this basis,it is closely integrated with the external situation and internal tasks of GB Customs,The concrete measures and the realization path of the optimal configuration are put forward.The problems existing in the allocation of human resources in GB Customs are universal in the customs system,especially the coastal customs.The concrete optimization measures proposed in this paper will help GB Customs clarify the optimal allocation of human resources and improve the management efficiency of human resources management.At the same time,it also plays as a guiding role for other customs services management. |
