With the advancement of China's economy and the deepening of reform,the increasing frequency of smuggling cases in new form indicates that the traditional management system of China's customs has failed to meet the needs of the new situation.Just as President Xi Jinping put forward in the report at thel9th National Congress of Communist Party of China,it is necessary to deepen reform of institutions and administrative system,take all kinds of institutional arrangements into consideration and scientifically configure the rights and responsibilities of the Party,government departments and internal institutions.According to the State Council's reform plan,the duties and contingents of the entry-exit inspection and quarantine belong to Customs,and the construction of the new Customs has officially started.Meanwhile,the internal structure and external functions of the new Customs are to undergo tremendous transformations.Reform should begin with the rational allocation of human resources so that personnel can make the best of their talents,their enthusiasm for work stirred and professional competence developed to the maximum.This paper takes S Customs as an example to explore the optimal allocation of human resources.Firstly,it analyzes the composition of S Customs,personnel allocation,personnel allocation status and existing problems.Secondly,the paper designs the optimization scheme of human resource allocation in terms of the structural establishment of S Customs and the allocation of human resources,and further evaluates the effect of the optimization scheme of human resource allocation by constructing the efficiency evaluation model of Customs human resource based on DEA method.Ultimately,this paper expounds on the safeguards to implement the optimized scheme of human resource allocation and the significance of promoting the construction of the new Customs with Chinese characteristics in the new era.
