Study On The Optimization Of Tobacco Monopoly System From The Perspective Of Government Regulation

From the perspective of public administration,the challenges faced by China's tobacco industry are rooted in the unique background and institutional factors of tobacco.The tobacco industry,which brings huge revenue to the national finance,is also regulated by different governments because of its particularity.Since 1983,it has been 34 years since the establishment of tobacco monopoly system in China,which has played an important role in maintaining the national financial revenue,the order of the tobacco industry,the health of citizens and so on.However,with the change of the operating environment of the tobacco monopoly system,which of our country has been challenged by many factors,such as market environment,the increasing price of cigarettes,tobacco controlling,etc.Especially,the 18 th Party Congress has put forward the goal of deepening the reform in an all-round way.As the last functional department of "Integration of Government and Enterprise",how to adapt to the requirements of deepening the reform,solve the development problems and realize tobacco transformation and upgrading has become an important issue in the theoretical research field.From the perspective of public administration,the challenges faced by China's tobacco industry are rooted in the unique background and institutional factors of tobacco.Under this background,This paper attempts to study the "optimization of China tobacco monopoly management system" as a research question,this article uses the regulation theory and the related viewpoint,uses the literature research,the case study and the questionnaire survey method,from the government regulation angle,regarding the grass-roots tobacco as the research breakthrough point.Observing the current situation and performance of monopoly management,on the basis of the experience of foreign tobacco regulation policy,this paper puts forward the optimized path of tobacco monopoly management system in China,in order to provide theoretical basis and guidance for tobacco industry to solve the problem of development.
