China’s public rental housing is a kind of affordable housing after the government launched affordablehousing, two limit the room, low rent housing, developed rapidly since2009, the center position andgradually rise to China’s affordable housing system. But due to the short development time, the research ofpublic rental housing should be further, on the core issues, namely the rent pricing is not much involved.Study on public rental housing rental pricing problems, on one hand, can enrich the theory of public rentalhousing, contributes to the optimization of public rental housing rental pricing proposals on the other hand,there is a reasonable adjustment for the rent, the public rental housing policy in our implementation so as tocurb excessive price growth, maintain social fairness, the weakening of social contradictions, to support thesustainable development of cities objective.As the public rental housing rent is an important part of the capital chain, its pricing is a part of thepublic rental housing policy system, so in the pricing analysis of the problems is not confined to the pricingmechanism and level, focuses on the analysis of closely related with the rent pricing level of financialpolicy and government investment problems.First summarized and difficulties of public rental housing policy objectives, problems of public rentalhousing rent pricing research significance of lead in this context, and then puts forward its research ideasbased on the literature research at home and abroad. Then it introduces the concept of public rental housingand related theories of public rental housing rental price. The theoretical basis of the rent Pricing: basictheory of public product theory, theory of price control, rent, the three theory suggests that the theoreticalorigins of public rental housing by the government to provide, composed of government pricing, as well aspublic rental housing rent. Secondly, public rental housing to be followed in the specific process of pricingprinciple: in the pricing level should follow the security and efficiency, in the pricing objectives shouldfollow the diversity of the target system, should follow the security of sustainable development in thepricing results. In these pricing theory direction, first from the aspect of practice mode, pricing of publicrental housing rental pricing introduced the status quo of China’s public rental housing rent pricing, basedon the pricing, pricing methods, the relevant policies, the role of government in angle of entry on the basisof analyzing the existing rental pricing. The problem. In the price level, the public rental housing rent and security income poor match, performance for the rent is generally high and rental pricing didn’t fullyconsider the security object family income difference; in the pricing method, qualitative method is toosingle reference factors, quantitative measurement methods have yet to be further development in the rentpricing related; monetary and fiscal policy support, financial policies have not, fiscal policy is not enough;in the core role of the rent pricing, namely, the government, the government interests trapped in thefinancial system and that its investment in public rental housing without power, lack of ability. Finally,based on the public housing development in better national and regional experience, puts forward theoptimization of China’s public rental housing rental pricing proposal.
