Research On Current Situation Of Photovoltaic Poverty Alleviation In Shanxi Province From The Angle Of Accurate Poverty

Common prosperity is the essential requirement of Marxism and is also the internal requirement of socialism.Solving rural poverty is a prerequisite for achieving common prosperity.The issue of poverty is not only an economic issue,but also a matter of social issues and livelihood issues that concern China's development.At present,the issue of poverty has become the biggest barrier to China's economic and social development,and we must do our utmost to carry out poverty alleviation work.The Chinese government proposes to achieve the goal of building a well-off society in an all-round way by 2020.Now our country is in a decisive phase of building a well-to-do society in an all-round way.To realize the grand goal of building a well-to-do society in an all-round way,it is necessary to solve rural poverty,especially the problem of deep poverty in contiguous poverty-stricken areas.Shanxi is a key province in the national poverty alleviation and development work.The poverty situation in Shanxi Province shows a largenumber of poor people,a relatively high level of poverty,a large gap between urban and rural areas,and unbalanced regional economic development.Over the years,the poverty alleviation work in Shanxi Province has yielded certain results and explored various effective poverty alleviation modes such as poverty alleviation in agriculture and industrial poverty alleviation.However,in the current critical stage of national poverty alleviation,rural poverty in Shanxi Province has also undergone new changes,and rural poverty has presented a variety of situations.In light of this,innovating and perfecting the rural poverty alleviation model under current conditions will play a pivotal role in better advancing poverty alleviation work.Benefited from the country's 2014 PV support for poverty alleviation policies,Shanxi Province became the first batch of pilot provinces to organize PV work to help the poor.Taking into account factors such as lighting conditions,Shanxi Provincial Party Committee and Provincial Government selected Fenxi County,Daning County,Jixian County,Tianzhen County and Hunyuan County of LinFen and Datong are among the pilot counties for photovoltaic poverty alleviation.There are plans to steadily advance the photovoltaic poverty alleviation project in different years.After nearly four years of development,this paper selected these photovoltaic poverty alleviation work as the research object,and through the study of the operation conditions of photovoltaic poverty alleviation in pilot counties such as Fenxi,Daning,Jixian,Tianzhen,and Hunyuan,and analyzed them using SWOT analysis methods.Macroscopically grasp the development status,existingproblems and countermeasures of the poverty alleviation model,and then explore an effective path to the work of helping the poor in Shanxi Over the years,Shanxi Province has achieved some poverty alleviation achievements in its poverty alleviation efforts and explored various effective poverty alleviation models such as photovoltaic poverty alleviation,agricultural poverty alleviation,and industrial poverty alleviation.Under this circumstance,this paper selected Shanxi Province as a research point for the work of poverty alleviation by photovoltaics,and empirically studied the photovoltaic powers of the five poverty-stricken counties of Yunnan,Daning,Jixian,Tianzhen,and Wuyuan in Linfen and Datong of our province.Poverty alleviation pilot work,using SWOT analysis methods to analyze it,and explore an effective path to help Shaanxi overcome poverty.The text of this article studies the status quo of the development of photovoltaic poverty alleviation in Shanxi Province in five parts.The first part is an introduction,which focuses on the background,significance,methods,research status at home and abroad,and innovations of the photovoltaic poverty alleviation research in Shanxi Province.The second part introduces the related concepts of poverty and photovoltaic poverty alleviation.At the same time,it expounds relevant theories about anti-poverty of Marx,China's previous leaders and collectives.In the third part,on the basis of analyzing the typical case of developing photovoltaic poverty alleviation in Shanxi Province,the author sums up the successful experience of Shanxi Province in the development ofphotovoltaic poverty alleviation.The fourth part summarizes the current problems encountered by Shanxi province in implementing photovoltaic poverty alleviation from the aspects of policy,economy and other aspects.In the fifth part,we will address the various problems encountered in the practical development of photovoltaic poverty alleviation projects in Shanxi Province and propose solutions to better implement the PV poverty alleviation work.Finally,it is concluded that although there are still many problems that need to be resolved and improved in the implementation of photovoltaic poverty alleviation projects in Shanxi,as long as the province is working together to overcome difficulties,photovoltaic poverty alleviation will surely usher in its “spring” in Shanxi.
