Study On Optimization Of Food Safety Supervision System In Dalian

Food is the most basic material conditions for human survival and development.In recent years,the food safety has also become to be the issue that the people are most concerned about,and a spate of food safety accident prompted regulatory departments at all levels to strengthen food safety supervision work.In 2013,the ministry of food and drug administration was reconstituted.The provinces and cities have followed the pace of reform to integrate food safety supervision functions in different forms,to make up for the problems of decentralization,overlapping and misplacement of food safety supervision.Although food safety regulatory system reform in Dalian has been vigorous in form,many problems have appeared in practice.After the reform,the problems of lack of coordination in the department,the failure of regulatory functions,inadequate institutional structure and the lack of legal guarantee were gradually highlighted,and the purpose of the reform are not achieved.Institutional reform is a long-term process,and it is necessary to further combed and summarize the various measures,combined with the special geographical and social environment of Dalian,to analysis the problems existing in the reform process,and put forward the scheme of adjusting and optimizing the system,to improve the function of the supervision department in food safety,and to solve the regulatory problems in the field of market.This paper studies the problems in the reform of food safety regulatory system in Dalian,and puts forward some feasible policy suggestions.It is of practical significance for Dalian to carry out good food safety supervision and guarantee the food safety of the people.This paper is divided into four parts.The first part introduces the background,purpose and significance of the research,summarizes the research situation of domestic and foreign development,and puts forward the research objectives and technical route.The second part analyzes the operating conditions and the status quo of the reform before and after the reform of Dalian.By analysis,the causes of various problems lie in that the reform is limited to the physical integration at present stage,there was insufficient support after the reform,the talent management system lags behind,and the social resource utilization does not reach the designated position,etc.,which provide basis for reform and optimization scheme.On the basis of analyzing the problems and causes,the third part uses experience in institution setting,system construction,institutional construction,talent team construction,etc at home and abroad for reference,and propose solution scheme combined with the actual situation of Dalian,and demonstrates the feasibility of the scheme.The fourth part,based on the optimized scheme,proposes suggestions in deepening system reform,perfecting the legal system construction,strengthening the law enforcement capacity building and perfecting social supervision means to optimize the current food safety regulatory system in Dalian.
