The Study On The Implementation Of Rural Social Pension System In Pingwu, Mianyang City

Chinese population has a feature of getting old before getting rich,facing the challenges accompanying population aging in the development process.With the accelerating pace of urbanization,the past rural pension system has been severely affected.Therefore,improvement in the rural social endowment insurance system is not only closely related to the rural residents’ daily production and life,but also plays a key role in the country’s economical,social and political stability and harmony.The construction and improvement in the rural social endowment insurance system will guarantee the basic livelihood in the later years of the rural residents,promote sustainable development of the national economy,and make a significant contribution to China’s development towards a harmonious society.New rural social endowment insurance system with the trend of social development should be constructed to handle the contradiction between the rapid growth in the demand for a social endowment insurance system in the rural region and the imperfect in the current rural pension system.An innovative rural social endowment insurance system with diversification can be built up gradually in the form of “self pension plan”,"family pension plan","community pension plan" and “countrywide pension plan”,following the principle of equal shares responsibility,in order to suit the sustainable development in the rural social pension system.Eventually a three-in-one pension social endowment insurance system can be set up in the form of self-reliance,other-reliance and mutual accountability,by means of a collaborative mechanism in actively developing other related socialized elder care services.This thesis systematically studies the new rural social endowment insurance system in Pingwu County,Mianyang,in the background of the harmonious development of urban and rural areas,the construction of a moderately prosperoussociety in an all-round way and the construction of a socialist new countryside,by means of literature,field research method and comparative analysis.This thesis puts forward the countermeasures in improving the new rural social endowment insurance system in Pingwu County,Mianyang,from the aspects of clarifying the government’s responsibility,improving the efficiency in the management mechanism and elevating farmers’ interest in involvement of the rural social endowmentinsurance system.The ultimate target of the new rural social endowment insurance system is the realization of unifying the two separate pension systems for urban and rural residents,so that both rural residents and urban residents can benefit from Chinese economic reform,high-speed economic growth and social civilization.
