As a principle part of ecological construction, forestry has played a significant role in both public affair and basic industry,being indispensable in facilitating the sustainable development of national economy and social stability. Incorporated with the benefits of ecology, society, and economy, forestry, labeled as the special industry,has won acknowledgment from a growing number of countries and their people, especially since 1990s. That pursuing the harmonious development among ecology, society and economy and emphasizing and strengthening on the ecological construction has become an consensus for the development of the world’s forestry. With the integrating of global economy and the deepening of system reform, our economy is gaining ground after 30 year’s reform and opening and has made unprecedented progresses and achievements. Nevertheless,constrained by factors such as binary system and the imbalance of regional economy,the fact that being strong in population and economy but weak in ecology severely hampers the progress of harmony society and sustainable economy. As proposed in the 18th national congress of CPC,the policy of making great effort for promoting the construction of ecological civilization,creating a beautiful china, and fulfilling the sustainable development lighted up the way for forestry development. In the coming period,the ecological construction of forestry will be under the guidance of the spirit of the 18th national congress, in obedience to the general interest of creating a "beautiful china" and on the way of scientific development of its industry. Since science and technology should be people-based, the construction of talent team should be the basic premise of the development of forestry industry.That accelerating the development of China’s forestry industry and strengthening the construction of ecological civilization in China, has to be realized through strengthening the construction of forestry talent team at grassroots level. Forestry talent as the most important strategic resources of forestry construction, becomes increasingly decisive significance in forestry development. Strengthening the construction of forestry talent base not only obey and conform the general demand of building a new socialist countryside but promote and serve to the comprehensive fulfillment of constructing socialist harmonious society as a magnificent goal.The research was based on the current situation and trends of development of China’s forestry industry. Combining with the discipline theory of forestry, ecology, human resource management, game and so on, firstly, it explained and defined the related concept of forestry talent team construction reasonably and considering the history and the present construction of our country forestry talents, through the deep comparison of the general distribution of domestic and international forestry talents, age structures, cultural conditions, the level of education,so on and so forth,it pointed out the achievements, existing problems and then-causes of constructing our country forestry personnel and noted the significance of strengthening the construction of forestry talent base in our country, which confirmed the content of constructing of our country forestry personnel.Secondly, the article started from the basic trend in the development of forestry industry in our country and the current situation that much more national attention laid to the construction of forestry talent base; from aspects such as the basic trend of forestry talent overall demand, the overall quality of talent demand, personnel structure, talent structure, talent demand supply reasonably forecasted forestry talents in China’s overall development trend and analyzed the macro and micro environment of current our country forestry education and talent supply situation of forestry talent employment. The article held that the backward forestry personnel management system as well as the fierce competition of talented person, the effect by the forest social conditions and the tough environment, social psychology and the idea of the forestry talented person employment had caused tremendous obstacles and the forestry talented person employment situation was grim.The higher forestry personnel quality is, the more possible choosing a suitable environment is, vice versa, the higher salary the grass-rooted forestry system pays, the more accessible it is to find suitable talent. Because of the multiple employment selections forestry talent faced, nowadays challenges exist in allocating the human resource of forestry personnel in our country, since the "scale effect" is unrealizable, in having"Matthew effect"in the development of talents, and in being unable to play the "optimization" effect during the talent competitionThirdly, based on the current background that our country has been strengthening the construction of ecological civilization and building a beautiful China, it put forward that if the forestry industry wanted to obtain long-term sustainable development, it must play a part in the government’s macro guidance in the development of forestry industry.whether it is from the comparative advantages of forestry talents or the positive externalities of them, the support by and the regulation of the government are indispensable. By means of theory combined with the game, the game analysis of the construction of forestry talent was made from two aspects this paper:the import of talents and the employment of talents; by constructing models of forestry talents and local government two party game and solving the model, the article elicited that the basic forestry talents had moral hazard and involuntary unemployment, but in the long run, forestry personnel and local government cooperation would enable both parties to get the maximum profit.Fourthly, through the research on the identification and evaluation of forestry talents, it introduced the ideas and methods in the evaluation index system of forestry talents in the primary organizations, determined the index weight and evaluation model for it by using the AHP, and put forward some corresponding suggestions according to the evaluation results. The article insisted that the construction of forestry talent base be a strong practical activities and must use the suitable methods and means to recognize forestry talents. At the same time, the construction of a specific index system will contribute to the evaluation of suitability of forestry talents, while it must take certain measures and build a mechanism in order to strengthen the construction of forestry talent base.Finally, taking Hunan Province as an example, the article analyzed the current situation of the construction of Hunan forestry talents team, discussed the existing problems and reasons of forestry talents in Hunan Province, summarized the basic forestry talents team of Hunan province concrete achievements and experience, to provide reference for the construction of Hunan province forestry personnel.The innovations of this paper are mainly reflected in the following aspects. To begin with, in the research content, through comprehensively reviewing the history and current situation of forestry talent team construction, deeply analyzing and comparing in domestic and international aspects the general distribution of forestry talents, age structures, cultural conditions, the levels of education and so on, and reasonably forecasting the overall requirement for quality, the tendency of the demand for forestry talents in China, and the demand for the team structure, it framed the evaluation index system for forestry talents. Taking the case of Hunan province’s forestry talent team construction, it systematically summarized the successful experience and enlightenment of constructing talent team of Hunan forestry. Therefore, the theoretical and empirical research on the construction of our country forestry personnel launched, planning for providing reference for China’s forestry institutions and the forestry sector. Due to what stated above, this paper is in possession of certain innovation in research content. Besides,in research methods, it adopted the research methods of literature study to read and research the related literature in last five years to shed light on the research basis established. By using theoretical deduction,it systematically designed and constructed the logical framework of this paper;by utilizing the method of system design, it established the theory system. The use of empirical analysis carried out an empirical survey on construction of Hunan province forestry personnel; the basic forestry talents evaluation index system was founded by combining the construction of competency model; the basic forestry talents evaluation index weight was set, through employing the method of scoring in depth interviews with experts as well as the AHP. And then using fuzzy mathematics method to construct the comprehensive evaluation matrix, analyzing the weight score,and according to the weight analysis above, the requisite qualities for the talents should be listed and analyzed, which could provide a reference for the selection of basic level forestry personnel. The integrated use of various methods to conduct the research on the problems in the construction of forestry talent base, as a case,is still rare in the field related. Therefore, it has certain innovation in research methods. Last but not the least, in research ideas and perspectives,it coupled with forestry, ecology, economics, human resource management, game theory and other related disciplines of knowledge.It thoroughly sorted out relevant literature and existing research results, analyzed the current situation and problems of the construction of forestry personnel basic theory subsequently, and then constructed logic framework construction of forestry talent base and summed up the guiding ideology, basic ideas, strategic measures and implementation steps on the construction of our country forestry personnel, conducing to the formation of operable countermeasures and suggestions and providing decision-making reference and theoretical guidance for China’s forestry institutions and forestry sectors, which contributed to certain innovation in research perspective.
