Along with China's accession to WTO, the age of economic and financial international integration is beginning to come, and the remarkable evolution of social science theory makes the new managing concept arise constantly. The evaluation center technology is a popular comprehensive assessment technology in western countries for senior personnel selection and evaluation, especially for senior management personnel. After the People's Bank and the China Banking Regulatory Commission is divided, the functions of the People's Bank of China is defined as"One strengthened and two conversion", In the new times, the duties of the People's Bank are more important. The works of People's Bank, such as improvement of institutional arrangements, improvement of the staff quality and advance of efficiency, should be done at full steam, for the purpose of steady promotion of reform and opening up for financial markets, perfection of financial system building, maintenance of financial stability, and improvement of financial service levels. However, the popedom of basic People's Bank is taken over by the super-bank, and the basic People's Bank can not take in new staff. This leads unfavorable situation to the basic People's Bank such as shortage of talent, aging of age structure, and team instability. As the national central bank, the duty of People's Bank is indubitability. Attempt and transform of evaluation center technology on the primary branches is signality for the promotion of work carried out, improvement of work efficiency and performance.This paper is firstly to research the existing researches, Taken the origin and development of evaluation center as a venation, based on theory of assessment center(Assessment center), and taken application of evaluation center technology in the reserved cadre selecting as study object, this paper concretely analysis human resources status and the traditional reserve cadre selection problems in basic People's Bank, and analyzed the foundation stone of traditional reserve cadre selection problems, and on the basic theories research the theoretical basis of building assessment center based on position competency model. This paper also discuss and analysis the building of reserved cadre competency feature model, development and design of evaluation center, The building assessment center based on position competency model includes the ideas of the building,building the position competency model , selecting measurement index,integrating the drillings under the simulational environment,deciding the weight of measurement index,designing the standards and methods of assessing.The measures includes preparation ahead the measures,extensional management of measurement process,the analysis and feedback behind the measures. At the last improved vision of evaluation center application effect is proposed. This provides a reference for depth study of the future.
