Study On The Systems Of Indemnificatory Housing In China

In the face of rising house prices, the basic demand of housing difficult family has not been fundamentally solved, shortage supply of urban indemnificatory housing and the unfair distribution of housing resources,the18th National Congress of the Communist Party of China proposed that we should "put in place a housing system that combines market supply and government support, strengthen construction and management of low-income housing, and better meet poor families’ basic housing needs." The Political Bureau of the CPC Central Commit for the first time collective learning housing problems in October29,2013.At the meeting, Xi Jinping said "we should accelerate the construction of housing security and supply system.We should build a housing supply system in which government mainly provides the basic guarantee and market meets the multi-level demand." The Third Plenary Session of the18th Central Committee of the Communist again stressed improving the housing security and supply system to meet the conditions of China.Constructing indemnificatory housing system that conforms to our country national condition and protecting the basic housing rights of low-income urban family is the inevitable requirement of promoting scientific development and social harmony.This paper upholds the guidance of Marx’s economic theory,studies history of housing security thoughts,analyses the special attributes of housing,believes it is the obligation of governments to provide the basic housing for residents,emphasizes that improving our country urban indemnificatory housing system is of great significance.This paper investigates the historical evolution of urban indemnificatory housing system of China and the present arrangement,it is appraised synthetically from the angle of quantitative research and qualitative analysis,and pointes out its achievements and shortcomings.This paper compares indemnificatory housing system of developed countries and regions,sums up the experience and lessons to provide some useful reference for our country.Based on the analyses and the new situation in China,this paper proposes overall framework and target mode of urban indemnificatory housing system of China,and puts forward suggestions from the angle of legislation system, financing system, land supply system, management system,migrant workers housing security problems.
