Comparative Study On The Administrative Supervision Of Shared Bikes

Under the background of encouraging the development of the sharing economy,as one of the emergent markets of the sharing economy,the sharing bicycle industry naturally takes advantage of the policy development,and has been encouraged and supported by the government and the society.As a new mode of travel by Internet +,sharing bicycle industry is essentially a combination of Internet technology and bicycle rental service,which provides bicycle rental service to users through mobile phone APP.The emergence of shared bicycle has successfully solved the problem of "last kilometer" in the urban transportation system and brought great convenience to the citizens.However,the development of shared bicycle has also brought some problems and brought great challenges to administrative supervision.Local governments have issued regulatory documents to regulate sharing bicycles,and various departments have cooperated to regulate sharing bicycles.In this process,this article analysis whether the administrative supervision measures of the government are legal,and whether the contents of normative documents are reasonable.The structure of this paper is divided into the following six parts:In the introduction part,the background and significance of the topic selection are introduced,the research progress at home is summarized,the main research methods used in this paper are introduced,and the innovation and deficiency of this paper are analyzed.The first chapter summarizes the problems existing in the development of shared bicycle,analyzes the necessity and uniqueness of the administrative supervision of shared bicycle,and draws the conclusion that the administrative supervision of shared bicycle is in urgent need.The second chapter describes the current situation of shared bicycle administrative supervision in China,analyzes the common ground of the documents made by the central and local government,and emphasizes the complementary role of industry associations to the government regulation of shared bicycles.On the basis of the previous chapter,the third chapter analyzes the irrationality of the above normative documents and the problems existing in the current regulatory measures taken by the government.The fourth chapter aims at the problems raised in the third chapter,such as legal and legal administrative acts,encouraging the no-deposit credit model,establishing the unified quality standard,attaching importance to the independence of the free carriageway,customizing the special insurance and so on.Finally,the summary part reviews the content of the article and emphasizes that administrative supervision plays an important role in the development of shared bikes.
