The Effects Of Agricultural Policy-based Finance On The Rural Supply-side Structure

The 19 th National People's Congress in 2018 pointed out that promot the rural-side supply-side structural reforms requires put the adjustment of the rural supply-side structure as the current main task.Under the backdrop of rural structural reform of supply-side,giving play to the role of the government in macro-regulating rural economy,agricultural policy-oriented finance is an important starting point.Studying the development course,function realization mechanism of agricultural policy-based finance,and analyzing its effect on rural economic and social development in our country can be helpful to promote agricultural policy-oriented financial reform,give full play to the unique advantage of agricultural policy-based financial function,guide rural finance to better serve rural real economy,promote steady economic growth and promote supply-side structural reforms.Firstly this paper gives a detailed definition about the rural structural reform of supply-side and agricultural policy-oriented finance,gives a detailed definition about the function of agricultural policy-oriented finance,analyzes its micro-mechanism and expounds the macro-effect of agricultural policy-oriented financial function.Secondly,combining with the actual situation in China,this paper analyzes the important strategic position and the responsibilities of China's agricultural policy finance under the the realistic requirements of rural supply-side reform.Based on the analysis of existing problems of China's agricultural policy finance,this paper reexamines the effect of agricultural policy finance with a new perspective.Then it mainly analyzes the effect of agricultural policy finance on rural supply side structure reform on the basis of the comprehensive level of the rural supply side structure is measured by factor analysis.The empirical results show that rural policy credit investment has a positive role in promoting rural supply side structural reform.However,there are still some problems in its structure,for example,the short comprehensive of agricultural policy-oriented finance in rural short-board areas such as green agriculture,infrastructure construction,agricultural science and technology is serious.The mismatch comprehensive of agricultural policy finance in the investment of agricultural products such as grain,cotton and oil is serious,The imbalance of these functions had led to the lagging development of rural economy.Finally,the countermeasures of improving the effect of our country's agriculture under the supply-side reform are put forward.
