Research On Application Of Agent Construction System In Government Investment Projects

In 2004,the State Council issued a decision on investment system reform,which explicitly accelerated the implementation of government investment in non operating projects and the implementation of agent construction system.Subsequently,our country has carried on the beneficial practice to the agent construction system.According to the effect of practice,construction agent system is a useful approach to the reform of investment system and conforms to the law of development of socialist market economy system and has strong vitality.In this paper,through the relevant literature at home and abroad to verify,analysis of the United States,Britain,Germany,Japan,Hongkong and other developed areas of the relevant model,for the study of our country's basic theory of the construction system provides an important reference.Through the contrast and analysis of the agent construction system and the traditional engineering management mode,the basic theoretical model of the agent construction system in our country is summarized.The representative theory of construction agent system in our country can be divided into two categories: the theory of decentralization and the theory of authorization.On the functions of the government decentralization of labor theory as the basis,that the agent system implementation process of government investment projects is a division of power restriction;authorization on market function division theory,that theagent did not break through the original project management mode is a kind of "party a" consulting services.From the actual situation,our agent construction system can be divided into three types: the social construction model,the limited choice model and the government unification model,respectively,Beijing,Shanghai and Shenzhen as the typical representative models.From the trend of development,the social construction model will be the future direction of development,because the current generation construction market is imperfect,the government unified construction model will be the necessary supplement of the current generation construction market.The 2008 Beijing Olympic Games venue construction,construction agent system has been successful practice,some common problems in agent construction system,the practice has been solved well,provides valuable experience for the generation of building work.Can not be denied that the agent construction system in China is still in the development stage of the primary,there are still many policy contradictions and difficulties in practice,summed up the three main points: one is built on behalf of the disorderly market,mainly in the construction unit qualification requirements without uniform standards;two is the supporting system is not perfect,mainly reflected in the law the status of construction agent system is not clear,no standard version of the contract,the government industry regulation is not in place,the construction project post evaluation system and project insurance system with the pace of development of generation system;three is the administrative intervention of the government improper,main body now the government units to adjust the interest of the blind interference and project command,and impose the government will in the construction process,affecting the healthy development of construction industry.The reason lies in the lack of formal administrative management,the lack of supervision on the right rent seeking and the lack of the ability of the construction agent itself.Because of the information asymmetry in the process of construction,law supervision and government supervision play animportant role in the operation of agent construction.At present,the main legal supervision of contract law,government procurement law,bidding law,government supervision is mainly financial funds centralized payment,audit supervision and post project evaluation system,two supervision form basic framework of agent construction supervision.Finally,from the two aspects of government behavior and agent construction market,this paper puts forward some preliminary suggestions to speed up the healthy and rapid development of construction agent system.The government should speed up the role transformation,accelerate the legislation of the industry and standardize the administrative management so as to support the rapid development of the construction industry.The market should form a regular,orderly and fair competition market by strengthening the enterprise's own capacity-building,establishing a scientific incentive mechanism and forming effective industry constraints.
