Research On Industry Transformation Of The Resource-Exhausted City

The resource-exhausted cities are facing a series of problems including resource depletion, environmental degradation, social contradiction, and the industrial transformation upgrading sustainable development has been a worldwide problem. Our country began to resolve some prominent resource-exhausted cities to industrial transformation and upgrading in recent years, but some problems are still exposed in the process. This article has a realistic significance to xiaoyi city.This paper mainly adopts literature analysis method, comparative method, logical induction research method, quantitative and qualitative analysis. This paper studies the background conditions of xiaoyi city industry transformation, the transformation process and the obstacles existing in the transformation. And this paper tries to explore the feasible ways of xiaoyi city’s sustainable development in the process of industry transformation. So this paper carry out the following several aspects:First, This paper analyzes the condition of traffic condition, natural resources, social economic development and combes the performance resource depletion of xiaoyi city; And then This paper examines the measures and process of industry transformation, analyzes the transformation effect, explores the main obstacles, analyzes the main problems in transition process. Finally, this paper draw lessons from foreign typical resource-exhausted city industry transformation of successful experience and put forward the corresponding countermeasures and Suggestions.The research found that xiaoyi city economic development contribution presents a sharp drop depending on the exhaustion of the coal, aluminum and other mineral resources of extractive industries foundering, industry of local finance and economic growth. The people’s livelihood problem increasingly prominent, the environment and the ecological environment is destroyed. For more than a decade, Some achievements have been made in the implementation of the measures of xiaoyi city. However, there is still lack of leading industries driving force, high value-added and high technology content industry is weak, the environment pressure, high unemployment and the lack of high-level personnel key restrictive factors and problems. By drawing from Germany ruhr, Houston, Kitakyushu, Japan and other typical city industry transformation experience, this paper put forward the following countermeasures:optimize the traditional dominant industry, foster emerging industries; Broaden the train of thought, play advantage, develop the third industry; Solid the basis position of primary industry attaches great importance to the cultivation of talents, to promote the reemployment of laid-off workers; Strengthen environmental pollution control, improve environmental quality.
