With the increasing number of cities in China and the increasing level of urbanization, the growth of urban agglomeration in economic development is becoming more and more important. In accordance with "the 13 th Five—Year Plan for Economic and Social Development of the People's Republic of China" plan deployment of the 19 cities in the northwest region of the urban agglomeration total of four, respectively,Guanzhong Plain urban agglomeration,Lanzhou—xining urban agglomeration,Ningxia along the Yellow River Group and the northern Tianshan Mountain cluster. In the 19 th CPC National Congress report, the paper puts forward that "urban agglomeration is the main body to construct the coordinated development of small and medium—sized cities and towns, and to speed up the transformation of population into citizens."The construction of urban agglomeration in northwest China is still in the stage of planning and construction, which is not strong enough to drive the core cities, fewer central cities and higher level of urbanization. At the beginning of 2018,according to the construction of urban agglomeration in northwest China, the State Council approved the development Plan of Guanzhong Plain City Group and the development plan of Lanzhou—Xining urban agglomeration. This paper breaks down the division of urban agglomeration in general according to the existing urban agglomeration planning, and calculates the urban comprehensive strength, urban center function, urban accessibility and spatial contact intensity of all cities in northwest five provinces(above—ground level, municipal level and county level),and draws the following conclusions:First of all,by using the Entropy method to calculate the comprehensive strength of the cities in the northwest five provinces, not only the difference of comprehensive strength between the cities of the grade(and above)is very significant, but also there is a big gap between the urban comprehensive strength of the counties. The level(and above)city of Xi'an reached 0.6122,is the lowest value Longnan nearly 20 times times, the city of Xingping County the highest, reached 0.6750,Yushu the lowest, only 0.0763,Xingping is Yushu city 8.85 times times. The whole northwest five province city, the development polarization is obvious, and the comprehensive strength value high City quantity is few, medium level and lower level city more.Secondly,in the city center function, the provincial capital city central function intensity is high, moreover, the city center function intensity High City mostly belongs to Shaanxi province, the city center function index Lower city mostly belongs to Xinjiang, and the majority is the minority area.Thirdly, the city which is planned by the urban agglomeration and its proposed central city show great accessibility, but there are some cities with higher degree of urban accessibility to incorporate the existing urban agglomeration planning problems.Taking the economic factors into consideration, the urban accessibility of the Northwest region is still obviously affected by the geographical factors, and the cities with more central geographical location tend to have lower weighted average travel time. Finally,in terms of spatial relation intensity, the intensity of economic relations in Xi'an city is 40.31%,which is much higher than that of other cities, and the central city of urban agglomeration,Lanzhou City,Urumqi economic contact intensity is higher.According to the economic membership degree, the current urban agglomeration planning and actual situation still exist some discrepancies, and the construction of urban agglomeration should break through the limitation of administrative divisions and strengthen the cooperation among provinces.
