Regional Land Suitability Evaluation And Reuse Planning In Coastal Salt Pan Area

The contradiction between land supply and demand is a key issue in the long-term regional land use.Accompanying the acceleration of industrialized urbanization,the conflict between land supply and demand imbalances,agricultural production and economic development,“agricultural construction disputes”has constantly escalated.There is a large amount of salt pan resources in the eastern coastal areas of China,but due to the low economic efficiency of the salt pan production area,many salt pans are abandoned or idle,and the utilization level is very low.This phenomenon exposes problems such as lack of appraisal of the suitability of the salt pan region,inadequate investigation and argumentation,and unreasonable land use zoning research.Based on the theory of man-land relationship theory,sustainable development theory,system theory,and game theory,this article uses the case of Guanyun County of Lianyungang City,and combines RS and GIS technical support to obtain relevant indicator data of the study area.In this study,a quantitative calculation method was used to evaluate the suitability of land use for agricultural land and the evaluation of constructionlandsuitabilityinsingle-factorevaluationandmulti-criteria multi-objective comprehensive evaluation method.Through the construction of a regional conflict diagnosis matrix in salt pan,the potential land use conflicts in the salt pan region were identified and diagnosed.Facing rational use of land in the future and avoiding risks,the land use zoning in the salt pan region will be implemented.The main research results include:（1）The object-oriented standard nearest-neighbor classification adopted in this paper has extracted the land use/cover information in the five periods of 1995,2000,2005,2010 and 2015 in Guanyun County.The overall Kappa coefficient of the image classification results is Greater than 0.70,the overall classification results are better and can meet the basic data requirements of the paper.（2）The growth rate of construction land in Guanyun County is fast,and the intensity of development and utilization in salt panis increasing.From 1995 to 2015,the land for urban construction and rural construction in Jiayun County increased by 60,40.08 ha,4,488.21 ha and 1,634.81 ha in 20 years.The number of salt fields has been decreasing year by year,and there has been a clear shift towards the use of cultivated land and urban construction land.（3）Through the analysis of the suitability of the county,this paper concludes that the overall agricultural land suitable conditions in Guanyun County are good and conducive to the development of agriculture:the construction land is suitable and the potential for new construction land is limited.（4）Based on the evaluation of county suitability,the number and distribution of potential land conflicts in the salt pan region were diagnosed from the whole to the local.The area of high-conflict areas（A₃B₃,A₂B₂）is 5,130 hectares,accounting for 54.01%of the total area of salt pan;the area of low-conflict areas（A₂B₃,A3B₂）is 2,059 hectares,accounting for 21.68%;the area of conflict-free areas（A₁B₁）is 398 Hectares,accounting for 4.19%;1911 hectares of dominant areas（A₁B₃,A₂B₄,A₃B₄,A₁B₄）,accounting for 20.12%.（5）In this paper,a land use zoning model based on suitability evaluation is used to conduct land use zoning in the salt pan region to determine the number of various uses and spatial distribution.The urban construction area covers an area of 3,379.85 hectares,accounting for 35.58%of the total area of salt pan,and is distributed in the southern part of Guanxi Salt Farm and close to the area near Yanweigang Town.The total area of aquiculture area is 3136.49 hectares,accounting for 33.02%of the entire salt pan area.They are mainly distributed in the central and eastern areas of the Guanxi Salt Field.The area of agricultural ploughing area is 2423.68 hectares,accounting for 25.52%of the total area,which is mainly distributed in the western part of Guanxi Salt Field.The ecological protection zone has the smallest area of 557.98 hectares,accounting for5.87%,and it is located in the northern part of the Guanxi Salt Field on the coast.
