As a key link in the development of rural revitalization strategy and rural e-commerce,rural e-commerce logistics has become a focus of public attention.However,at this stage,domestic scholars' research on rural e-commerce logistics mainly focuses on the current situation and existing problems,operation modes and development strategies.For rural e-commerce logistics,how to carry out scientific and reasonable location planning according to its own characteristics so as to meet the reasonable demands of the government,enterprises and customers is an important problem that needs to be solved.Therefore,based on the relevant research at home and abroad,this paper analyzes the development characteristics of rural e-commerce logistics at present,and constructs a reasonable location model considering the factors of maximizing enterprise profit,maximizing demand coverage and government subsidy strategy.The following work has been accomplished:Firstly,because there is no clear definition of the concept of rural e-commerce logistics at present,this paper summarizes the relevant research results of rural e-commerce logistics and e-commerce logistics.On this basis,this paper analyses the concept of rural e-commerce logistics,gives the description of the concept of rural e-commerce logistics,and analyses its development characteristics at this stage.Secondly,according to the characteristics of the research object,the basic process of location selection of rural e-commerce logistics distribution center is set up reasonably.The main factors affecting the location of rural e-commerce logistics distribution center are analyzed.The site selection evaluation index system is established and the method of determining index weight by combination weighting method with distance coefficient is given.The fuzzy comprehensive evaluation method is used to evaluate each evaluation subject to determine the site selection candidate set.Then,the paper puts forward the idea of constructing the location model of rural e-commerce logistics distribution center.Considering the defects of rural e-commerce logistics,enterprises need to comprehensively consider the costs and benefits when selecting the location of the distribution center,and should take profit maximization as the optimization objective.At the same time,as an important participant in the development of rural e-commerce,the government should consider how to use limited financial resources to help logistics enterprises provide e-commerce logistics distribution services for more rural residents,which requires that the demand coverage maximization should be considered in the site selection.Therefore,based on the two optimization objectives,this paper designs a bi-level planning location model of distribution center,considering the influence of government subsidy strategy.In the design of the algorithm,the genetic algorithm and the particle swarm algorithm are combined(GA-PSO).According to the value of the decision variables,0-1 coding and real coding are designed respectively to solve the optimization problem of bilevel programming.At the same time,due to the limitation of the number of locations in the model,the parthenogenetic algorithm(PGA)is used to simplify the genetic operation in the design of crossover operator of genetic algorithm.Finally,the case study is carried out using the towns and administrative villages of Mengzi City as the research object.This paper studies the location schemes as well as the profit of enterprises and demand coverage under different government subsidy strategies,which verifies the rationality of the model,and the parameters in the model are determined.At the same time,this paper compares with the single use of genetic algorithm and particle swarm optimization algorithm,which proves the effectiveness of the proposed algorithm.
