With the rapid development of China's social economy and the improvement of people's living standards,China is also faced with problems such as tighter energy constraints, serious environmental pollution and degradation of the ecosystem.Throughout the eighteenth big put forward the construction of ecological civilization in the economic construction, political construction, cultural construction, social construction process, put the construction of ecological civilization in prominence, the need to change the pattern of development in our country, resource saving and environmentally friendly development road.To realize the coordinated development of energy, environment and economy is the key to solve the scarcity of resources, improve the ecological environment and realize sustainable development, which is conducive to the construction of ecological civilization. This article first carries on the analysis on the relationship between the sources of energy, economy and environment, introduces the present situation of the energy, economy and environment in Liaoning province, based on the energy-economy-environment index system(3E)system,2001-2016 respectively calculate 14 cities of Liaoning province energy, economic and environmental development level, based on the 3E system model using the mathematical method of space vector measuring system coordination degree and development degree of 14 city in Liaoning, the evaluation of 3E system coordination degree and development degree of Liaoning province.ArcGIS is used to describe the spatial distribution of energy subsystem, economic subsystem and environmental subsystem in Liaoning province. The results show that the center of gravity of the energy and environment subsystem is located in Liaoyang city, and the center of gravity of the economic subsystem is relatively located in the southern direction of Anshan city.Among them, the center of gravity of the energy subsystem has certain stability, and the economic and environmental subsystem has a large moving distance. In terms of coordination degree and development degree, the overall level above the level of the development degree of coordination degree,in Liaoning province on the time dimension, the coordination degree level in 2001-2012 in Liaoning province,Shenyang and Dalian good coordination level, northwestern and northern Liaoning Liao coordination level is low,in 2013-2016 in good coordination degree level are mainly distributed in coastal areas.Except Shenyang and Dalian,Liaoning's coordination degree showed an inverted “U” shaped change trend from 2001 to 2009,and a fluctuating upward trend from 2010 to 2016.In terms of development degree, the development degree of Shenyang and Dalian is significantly higher than that of other regions. In the center of gravity space movement, the distance of center of gravity in development space is greater than that of center of gravity in coordination degree. In terms of the efficiency analysis of Liaoning 3E system, the energy efficiency analysis shows that Liaoning province has a low level of energy efficiency. The Cobb-Douglas function is used to analyze industrial structure, industrial scale and industrial production factors. The results show that the industrial structure of Liaoning province is low,and the second and third industries have scale increasing effect. To improve the ecological efficiency of Liaoning province, attention should be paid to energy efficiency, economic growth and industrial structure. Therefore, improve the level of economic development, improve the ecological environment, optimize the industrial structure, diversification of production and improve energy efficiency is the key to improve the level of coordination degree in Liaoning province.
