According to the 2017 edition of the BP World Energy Statistical Yearbook,the world's proven coal reserves are currently sufficient to meet 153 years of global production,which is approximately three times the oil and natural gas ratio.This important energy source——coal mines has an implicit supporting role for China's economic and social development.With the continuous advancement of consolidation and reorganization of coal resources throughout the country,the issue of safety in the production of coal companies has quickly become a top priority for corporate development.Studies have shown that more than 90% of state-owned coal mines may have coal dust explosion hazards,nearly 60 percent of mines are prone to spontaneous combustion,and about half of mines may have high gas,coal,and gas outbursts.Jilin Yuguang Energy Co.,Ltd.is the largest joint-stock enterprise in Jilin Province that integrates coal production,power generation,and heating.It has three limited companies and a subsidiary.The investment in safety management of Yuguang Co.,Ltd.of Jilin Province continues to increase with the expansion of the mine scale,and the organization of safety risk management is constantly improving and improving.Although there are significant improvements compared to the initial stages of the company's establishment,there are still some deficiencies,such as resistance to risk and lack of capacity for disaster prevention and resilience.The perfect security risk management system,especially scientific risk assessment methods and models,can help Yuguang to solve the above problems.This article combines safety production management and project risk management,then analyzes possible risks and hidden dangers in the Yingcheng Coal Mine Technological Transformation Project.In order to build a scientific assessment of the process of safety risk management in the technological transformation of coalenterprises,it provides a certain basis and example support for risk assessment and response management.This will help reduce the occurrence of safety accidents in coal companies and help companies improve their competitiveness and economic benefits.The main content of the process is the identification of risks-analysis-response-monitoring.In the process of risk identification,the Delphi method and the risk investigation method are mainly used in this paper to obtain the possible major risks and harmful factors in the production process of the mine.In the process of risk analysis,risk factors are mainly evaluated by using fault tree analysis and pre-risk analysis.Firstly,the analysis table of main mine risk and hazard factors,including hazard events and their causes,probability levels and risk levels,will be included.Then select the six items with the highest risk level(level I)for detailed analysis.The major environmental safety risk factors include gas disasters,fires,dust,and mine floods.In the flood analysis section of the mine,qualitative and quantitative risk analysis was conducted at the same time,and it was concluded that the mine water inrush risk level was acceptable.The main security risk factors for the machine include the improvement of transportation systems,electrical,roof-lifting,and catastrophic disasters,and the analysis of the causes and locations of the various risk factors and their possible impact.Since management is determined by people,the security risk factors in this article include management(personnel)risk factors.Through the classification and integration,this study found that 1,243 kinds of behaviors that may occur in Yingcheng Coal Mine employees that are likely to cause risks and may pose a threat to the safety of employees are classified and classified.Then analyze the causes of the unsafe risk behaviors of the people,mainly including:defects in work reserve knowledge and work skills;ideological rigidity,emotional instability factors;benefits and management reasons;production work environment impacts and so on.In the risk response process,for the different risk factors,this article proposes corresponding solutions and suggestions.In the process of risk monitoring,this study will focus on the early warning and control of the hazards of the project,designed a set of hazard early warning process systems,and formulatedan early warning form of “ human,machine,environment,and management ”hazard sources.For practical application of the project.With this risk management system,it is expected that the project risk management objectives can be better achieved,and economic and social benefits can be better utilized,and it is hoped that this will be helpful for the management of security risks of similar projects.
