| With the increasing number of extreme weather such as fog and haze and other environmental degradation,environmental issues have become a hot topic discussed by all sectors of society in recent years.In terms of environmental pollution control,the state and local governments have introduced policies to reduce emissions.The power generation industry is the key object of waste gas treatment.Predictably,in the long run,thermal power generation is still a pillar power generation mode in the power generation industry,and thermal power generation is mainly based on coal.Therefore,how to reduce the emission of exhaust gas and dust under the premise of ensuring normal production and economy is a major research topic of thermal power plants.Wuan power plant is located in Handan City,which belongs to Datang electric power.In order to meet the requirements of the State Environmental Protection Ministry for all thermal power enterprises in Beijing,Tianjin and Hebei region,the requirements for the emission of sulfur dioxide and dust from all thermal power enterprises in Beijing,Tianjin and Hebei Province,the original flue gas desulfurization and dust removal project has been revamping.The whole technical renovation project began to carry out feasibility study in 2015,and in 2017.It was formally put into use in March.Based on the above project background,this paper first introduces the characteristics and the theory and method of the comprehensive effect evaluation of the thermal power plant.Then the engineering plan and implementation of the ultra-low emission of flue gas desulfurization and dust removal in Wuan power plant are discussed in detail.It mainly includes the necessity,objectives,conditions and contents of the transformation.A descriptive effect evaluation is made on the project from three aspects: the technical improvement effect,the economic effect and the environmental and social effects.Finally,combined with the theory of comprehensive evaluation,the analytic hierarchy process and fuzzy comprehensive evaluation are selected to establish the evaluation index system and evaluation model to make a fuzzy comprehensive evaluation.The final conclusion shows that the project has a good effect,the investment process and the management and control are reasonable,and it has achieved good environmental and social effects.Through this study,first of all,it can guide the follow-up management and improvement of the project in Wuan power plant.The evaluation of the comprehensive effect after the project is a dynamic and continuous process.The purpose of the project is to have a comprehensive understanding of the technical changes and the good judgment of the effect,so as to guide the follow-up project management and continuous improvement.Secondly,because of the serious pollution and the policy orientation,each power plant will face the same situation as the Wuan power plant.It needs to carry out similar technical renovation project to the existing waste gas treatment equipment.The evaluation index system and the comprehensive effect evaluation model in this paper can be used to evaluate the comprehensive effect of other similar technical transformation projects.For reference. |
