Research On Water Environmental Governance Model In Datian,Fujian

Under the rapid development of China's social economy,the rapid growth of the resident population and the accelerated process of urban development,the contradiction between economic development and environmental protection continues to deepen.The water pollution problem has attracted much attention.Water environmental governance has become a pressing issue.In this paper,taking Datian,Fujian water environmental governance as an example,using the multi-center governance theory as an analytical framework,exploring the status of the water environmental governance,which discovers that the water environmental governance model——“river chief mechanism”of Datian has achieved certain results.But there are some problems,such as,administrative dependent,defective market regulation mechanism,non-obvious effect of third sector,low public participation rate.The reason is that single government governance,week public participation awareness,insufficient application of market governance model,absence of third sector governance.Learning from the advanced experience in the water environmental governance,the paper puts forward the optimization proposal of Datian County's water environment governance model in Fujian province from the perspective of multi-center governance theory,which try to use multi-center theory "government,market,social public,the third sector" diversified subject co-governance in process of Datian County water environment management.The specific approach is as follows: clarifying the leading role of government in water environment management,strengthening enterprises in water environment Governance,playing the supporting role of the third sector in the water environment support,promoting citizens' supervision in water environment management.
