Study On The Role Of Environmental Protection Supervision System In Haze Prevention In Beijing Tianjin Hebei Region

With the rapid development of economy,the environmental problems caused by extensive development model have become increasingly prominent.In recent years,many places have suffered from air pollution,fog and haze problem has been widely concerned.Especially in Beijing-Tianjin-Hebei region,there are many large-scale,long-term haze pollution weather,not only endanger people's health,but also seriously affect people's daily life.The report of the Nineteenth National Congress of the Communist Party of China proposes that we should not sacrifice the environment for temporary economic growth in order to build a beautiful China.Environmental protection supervision system is established under such an environmental background,relying on administrative authority to strictly control the system level,to curb the spread of haze weather.In order to study the role of environmental protection supervision system in the haze control in Beijing-Tianjin-Hebei region,this paper summarizes the operation of environmental protection supervision in Beijing-Tianjin-Hebei region objectively and comprehensively around the related concepts,theoretical basis and development of environmental protection supervision.Through comparative analysis,we can see that the air quality in Beijing,Tianjin and Hebei has been improved gradually since the implementation of the environmental protection supervision system,but there are still large regional and seasonal differences.The problem of Hebei is more prominent than that of Beijing and Tianjin.Autumn and winter are still the focus of environmental inspectors.The random effect model was used to analyze the effect of environmental supervision system on haze.The panel data of PM2.5 concentration,steel,cement,air pollution prevention equipment,central environmental protection supervision and local environmental protection supervision were studied.The empirical results show that environmental protection supervision is conducive to curbing the growth of PM2.5 concentration and has a positive effect on smog control;high energy-consuming industries such as steel and cement are not conducive to smog control;provincial environmental protection supervision is more direct than central environmental protection supervision,and the effect is more significant.The pressure transmission mechanism is gradually forming.This paper also puts forward some countermeasures and suggestions for the research findings.On one hand,we should improve the relevant laws and regulations,ensure the authority of environmental protection supervision,and gradually improve the relevant construction of provincial environmental protection supervision,improve the effectiveness of supervision work.On the other hand,we should give full play to the service function of environmental protection supervision system,make good use of supervision methods,serve local governments to change their ideas,reform fiscal and taxation policies,increase investment in environmental protection,accelerate the transformation and development of enterprises,and control haze from the source.
