Since 2013,smog pollution in our country has begun to appear on a large scale in a normalized manner,which has brought sustained harm to economic society and residents' lives.Because smog has the characteristics of a typical public product,if it is difficult to cure it only by the role of the market,the role of the government is particularly important.The Beijing-Tianjin-Hebei region,as an important region of China's economic development-the "Capital Economic Circle",is the region with the most serious air pollution in China.Relevant government departments have always adopted environmental management measures,but the haze control effect is general.Therefore,whether the environmental regulations are effective during the haze control process,and whether there are other factors affecting the haze control are questions that the article will study.Since the current definitions of environmental regulation at home and abroad have not yet been unified,the article first sorts out relevant literature on the concept of environmental regulation and defines environmental regulation as:the general term of code of conduct and restraint tool for environmental governance and environmental optimization,with the government as the lead,enterprise cooperation,and public participation.Then,according to the existing research on environmental regulation evaluation,the environmental regulation is divided into three categories:command,incentive and voluntary environmental regulation,and based on this classification method,an environmental regulation evaluation index system is initially constructed.In view of the fact that environmental regulations are not synchronized and consistent in different regions,based on the preliminary evaluation index system of environmental regulations,according to the process and types of environmental regulations in Beijing-Tianjin-Hebei,the evaluation index system of environmental regulations in Beijing-Tianjin-Hebei is further specified.Finally,the entropy weight method based on TOPSIS is used to measure the intensity of environmental regulation in Beijing-Tianjin-Hebei region.Through the comparison of the measurement results,it is found that the intensity of environmental regulation in Beijing and Tianjin is generally higher than that in Hebei.In order to explore the effect of environmental regulations on smog control,based on understanding the smog pollution status and smog control measures in the Beijing-Tianjin-Hebei region,combined with the qualitative analysis of the industrial structure,energy efficiency,technological level and traffic pressure on smog control,a space panel model was constructed fromtwo aspects.The first aspect is the direct effect of environmental regulation on smog control.It is found that there is a significant inverted "U" relationship between smog management and environmental regulation.The strengthening of environmental regulation will facilitate the reduction of PM2.5concentration;From the perspective of space spillover effects,both PM2.5 and environmental regulations have significant positive space spillover effects,indicating that PM2.5 has strong diffusivity,and regions with strong environmental regulations can drive environmental regulation in neighboring regions.The second aspect is to consider the possible impact of other factors on haze control.By adding the cross type of environmental regulation and its possible factors,it is found that environmental regulation can effectively control haze pollution through industrial structure,energy efficiency and technical level,among which the best effect is to adjust the industrial structure.Finally,based on the current status of the smog control and environmental governance process in the Beijing-Tianjin-Hebei region,combined with the research results of the article,the following suggestions are made: optimize and perfect different types of environmental regulations,and promote the participation of all participants in environmental regulation to control haze.Coordinate industrial upgrading and technological development as a whole,optimize energy consumption structure,and improve energy efficiency.Establish a regional joint defense and joint control coordination mechanism,and improve the joint haze prevention and compensation mechanism.
