Human resource is the most important resource of all social resources with the traits of intelligence,initiativity and renewability.Human resource is not only the original driving force of the development of the whole organization,but also the critical guarantee of the sustainable development of the organization.Talents are the human resources who have better management ability,innovation ability,scientific research ability and technical skills,the most valuable and competitive part in the human resources,and also the core of human resources.Talents are the base of the enterprise which exert critical function in the whole operation of the enterprise,and cannot be substituted.Based on the enterprise's overall development strategy and planning,talent planning diagnoses the situation of the existing human resources of the enterprise.Combining with specific business development policy,it gets to an analysis and estimation considering the condition of long-term talent demand,erosion and supply.Talent planning makes a functional planning on posts and staff fixation of human resources,rational allocation,education training,policy management and recruitment selection and etc.It becomes an important measure to improve the quality and quantity of Enterprise Talent.Industrial transformation is the necessary path for the State-owned coal companies,and new industry is also a challenge for the talents planning,In urgent need of the overall planning of the work of personnel.With the reference of the case of the industrial transformation of KL Group,this article will take the sample of the professional talents team building of ZR Company,dig out the key problems and nail down the study contents to put forward the reform and promotion strategies on the basis of the objective analysis of the moment building of talents team.In order to make an appropriate program for the talents planning under the background of industrial transformation,this article will analyze the developing environment which ZR Company faces at first,and then find the major defects and the advantages of the development of the company,to present the problems that the talents building fall behind the company development.Secondly,analyze the moment talents structure,levels,and efficiency of ZR Company deeply,clarify the quantity and level of the demanded talents,point out the problems existed in the building of talents team,and find the causes of the problems.Thirdly,discuss the necessity and main contents of talents planning simply,and present the ideas and targets of the building of talents team,study and probe in the management ways and systems in the aspects of talents introduction,talents cultivation,and talents guarantee,bring out the strategies of building talents team,push the enterprise forward to build the talents advantage into the core competitivity for the facilitation of the transformation of the group.This article adopts several prominent research methods such as literature method,data statistics method,and research method.The study contents of this article are close to the practical state of the company,and propose innovatively some talents building strategies such as three tracks of the occupational career development,reserve talents building in levels,training mechanism,and relatively flexible remuneration system,which have the instructive meanings for the talents planning during the transformation process of coal enterprises.
