Study On The Influence Of Environmental Technology Innovation Upon Pulp Industry International Competitiveness

Pulp industry is not only the basic and raw material industry of the national economy,but also conceerns the forestry,agriculture,machinery manufacturing,chemical engineering,transportation and environment protection,etc.Since the 1980s,the environmental problems loom large in the international trading system."Environment and Trade" has become a world wide public concern in the 21st century.Under such circumstance,the environmental elements of the pulp industry have increasingly become a important factor affecting its international competitiveness.At present,with innovative technology as its core competitiveness,the new pattern of economic development has gradually replaced the traditional material-and-resources-based competition mode,and has become the new core international competitiveness.especially the innovations in environmental technologies which have become the optimal strategy in taking on an environmental role and to promote the sustainable competitiveness.Therefore,take the current situation of the international competitiveness of pulp industry and the importance of the environmental technology innovation into consideration,the study on the relationship between them would be very necessary.The main objective of this study is to study the changes of requirements of the pulp industry for the environmental technology and the overall situation of its intermational competitiveness by the means of data description and current situation analysis.On this basis,this study will provide empirical analysis of the effects of environmental technology innovation on the international competitiveness of the pulp industry,thus to provide the pulp industries under industry transformation and environmental economy with a scientific basis for the technology innovation strategy.Therefore,This paper includes the following aspects mainly:(1)to analyze the innovations in environmental technologies in the main countries developing the pulp industry in the world and the changes and trend of the international competitiveness,then expound the relation between the two;(2)on the basis of the current situation analysis and literature study,to build a theoretical framework that the environmental technology innovation influence the international competitiveness of pulp industry and from the perspective of the environmental constraint,which is also based upon the "Diamond Model";(3)to analyze the effect of the environmental technology innovation on the international competitiveness of pulp industry with panel data model;(4)to discuss the results of this study and put forward the policy suggestions.The findings of this study are:(1)the environmental technology of the pulp industry has been inovated and gradually moved to a low-carbon future;(2)the pulp production in the world rises steadily with rapidly developed trade;(3)the environmental technology innovation of pulp industry has significant positive effect on promoting its international competitiveness.Therefore,the governments,industries and enterprises and other principal departments should fully exercise their functions together to enhance innovative capability of pulp industry in low-carbon technology and the international competitiveness.Specifically,governments should execute the fiscal support,complete the system of intellectual property rights protection as well as the environmental rules and regulations;Industry association should actively participate in the revision of environmental standards,upgrade its product structure and its environmental technology;enterprise should pay more attention to both the indigenous innovation and technological introduction and speed up the pulp industry talents cultivation,which are the key ways to break the developmental bottle-necks of pulp industry and ways to strengthen its intermational competitiveness in the environmental-econoruy era..Innovations of this study lie in the following two aspects:Firstly,it is the first study on the influence of environmental technology innovation upon the international competitiveness of pulp industry from the perspective of low-carbon environmental economy,and this study also studies the direction and strength of its influence by means of the empirical method,thus to have a better command of the environmental technology innovation strategy.Secondly,it is revised on the basis of Porter's"Diamond Model".This study introduces the "environmental technology innovation"as an independent factor.According to the principle of low-carbon competition,this study also proposes the CO2 emissions every ten thousand RMB GDP considering the chance element as well as the official exchange rate considering the government behavior element.It manages to construct a framework fitting the principles of the industry competition in the low-carbon era to analyze the determinants of the international competitiveness,thus to study how the environmental technology innovation influence the international competitiveness.
