The Study On Performance Evaluation And Promotion Countermeasures Of Environment Governance Of Beijing-Tianjin-Hebei Region

Since the 18 th session of national congress of the communist party of China,the central government attaches great importance to the construction of ecological civilization.Environmental governance is an important part of the construction of ecological civilization,and plays an important role in restoring damaged ecological environment.Promoting the system of environmental governance and the modernization of governance capacity have become the goal of the governments at all levels to pursue unremittingly.Since the proposal of the coordinated development of Beijing-Tianjin-Hebei,environmental protection and pollution control have become the first breakthrough of cooperative development.In order to improve the environmental governance capacity of governments at all levels in Beijing-Tianjin-Hebei region,it is necessary to evaluate the performance of environmental governance in the region for the last three years.The thesis from the perspective of sustainable development theory,government accountability environmental responsibility theory and regional coordinated development theory,dissertation analyzes and summarizes the related concepts of environmental governance performance evaluation based on the careful review of the research status at home and abroad.According to the model of international environmental governance(Pressure-State-Response)and the major environmental pollution in the Beijing-Tianjin-Hebei region,established the index system of Beijing-Tianjin-Hebei regional environmental governance performance evaluation.At the same time,using principal component analysis to analyze the environmental governance status of 13 major cities in Beijing-Tianjin-Hebei region from 2014 to 2016.Through quantitative empirical research,most cities in the Beijing-Tianjin-Hebei region have a high degree of attention on "pollution emission reduction",which makes the pressure indicators continue to be alleviated.But it is also found that environmental governance performance significantly polarized phenomenon,obvious tendency of subjective deviation,poor overall improvement and weakening of environmental governance in Beijing-Tianjin-Hebei region.In view of the problems found in the research,this paper raises the environmental governance capacity of Beijing,Tianjin and Hebei by establishing the coordination of environmental governance in Beijing,Tianjin and Hebei Province,the construction of the guarantee mechanism for the performance evaluation of environmental governance,the coordination mechanism of environmental governance interests and the promotion of the infrastructure construction of the municipal governments in Beijing,Tianjin and Hebei.And further improve the performance evaluation comprehensive index of environmental governance in Beijing,Tianjin and Hebei region,strengthen the synergistic effect of regional environmental governance,and realize the sustainable development of regional environment.
