Study On The Management Of Rural Ecological Environment Since The 13^th National Congress

Rural ecological environment governance is an important part of China's ecological civilization construction.In the context of today's new urbanization development,there are still many problems in rural ecological environment management.For the first time,the 18th National Congress of the Communist Party of China incorporated the construction of ecological civilization into the "five in one" general layout of socialism with Chinese characteristics,and clearly proposed to vigorously promote the construction of ecological civilization,strive to build a beautiful China,and put ecological civilization construction in a more important strategic position.The understanding of the construction of ecological civilization,the intensity of advancement,and the depth of practice have never been seen before.The report of the 19th National Congress of the Communist Party of China pointed out that in order to improve the pace of ecological civilization construction in China,we must vigorously develop the strategy of rural revitalization.Only by fundamentally starting,can we form effective reform measures and build a better tomorrow.Among the green mountains and rivers,a beautiful life is in front of us.From "building a new countryside"to "a rural revitalization strategy",with the rapid advancement of urbanization and industrialization,the countryside is undergoing a tremendous transformation,gradually narrowing the gap between urban and rural areas.However,there are still some problems in the process of rural ecological environment management in the process of transformation,and rural environmental protection work is still not optimistic.The villagers' ecological awareness is weak,the lack of governance funds,and the simplification of governance subjects have hindered the further development of rural ecological environment governance.Therefore,it is necessary to strengthen the management of rural ecological environment,improve the rural ecological environment,and build a livable village,which is not only conducive to the development of the countryside,but also provides a healthy and comfortable living environment for the villagers.It is also conducive to the development of the whole country and promote the construction of beautiful China.Eco-safety contributes.It can be seen that the investigation and research on rural ecological environment construction has important value.Since 2013,Panzhen City's Y Township has taken rural ecological environment management as its top priority,and has formulated a series of programs on rural environmental work implementation and livable rural construction.In the process of environmental governance,the town of Y Town adhered to the principle of adapting to local conditions,and based on the town situation and village conditions,summed up the experience of rural environmental governance in line with the actual rural conditions in Y Town.This paper analyzes the achievements of rural ecological environment management and the problems still existing in environmental governance since the 18th National Congress.According to this,the rural area of Y Town in Panjin City is selected as a research case,and the rural areas of Y Town are conducted through questionnaires and interviews.The practice survey explored the problems and root causes in the rural ecological environment governance,and proposed countermeasures to solve the rural ecological environment governance.Firstly,through the combing of domestic and foreign literatures,the real-time effective parts are selected for analysis.Through the research on existing theories and current status,the problems existing in the construction of ecological civilization in China are explored,and the research and research are carried out with practical problems.Secondly,this survey uses questionnaires and interviews to collect data.Through preliminary analysis of the data,we have a general understanding of the current status of ecological environment management in rural areas of Y Town,Panjin City.At the same time,in the process,five aspects of the rural ecological environment management in Y Town,Panjin City were also found.The issue,including the villagers' awareness of environmental protection needs to be improved;the problem of governance funds needs to be resolved;the main body of ecological environment governance needs to be expanded;the practicality of ecological environment management projects needs to be improved;the law on rural ecological environment governance needs to be improved.A systematic analysis of the causes of the problem was conducted.Finally,the solvable solutions to the above problems are put forward:increase the propaganda of the importance of building beautiful rural areas,improve the environmental awareness of rural grassroots leading cadres and villagers;increase the investment of rural ecological environment governance,and expand financing channels.Strengthen the supervision of governance funds;encourage non-governmental organizations and the public to participate in environmental governance,develop diversified rural ecological environm ent governance subj ects;introduce advanced technologies,understand the needs of the masses,strengthen the practicality of environmental governance projects;and strengthen rural environmental law-making And improve environmental protection agencies,etc.,and improve rural environmental protection mechanisms.
