As the progress of the reform and opening-up policy in China gradually deepen,the degree of opening has become more and more exoteric,a lot of supports which is set.up by Chinese government and plenty of labour resource and enormous capital reserve attract foreign drect investment continually,the immission of foreign direct investment accelerate the economic development of China,at the same time it also expend the consumption of resources and the emission of pollution,then give the environment negative effects.Jilin Province is the very important province in northeast of China,many years,Jilin Province suffered from the gloomy economic conditions,so Jilin Province is eager for foreign direct investment,at the same time the foreign direct investment give Jilin Province a new challenge in the field of environmiental protection.The starting point of this article is the analysis about foreign make a difference to environment of Jilin Province,provide Jilin Province reference about protecting environment in the progress of introduction of foreign capital.After researching and summarizing the related articles about the foreign direct investment's environmental effects,concluded that this article's studying method and research thought,that is the method of combining the theoretical analysis and empirical analysis.Analyzing the relationship of FDI,economic growth and environmental pollution,FDI affects the host country's environment by three ways:the scale effect,the structure effect and technical effect.The scale effect explain that the immission of FDI enlarge the economic scale,then increase the number of resource consumption,at last,deteriorating the host country's environment;on the other hand,the economic growth increase the income of people,living standards become better enhance the people's environmental consciousness,it's good for Improving environmental quality.The structure effect is that the difference of industrial structure will change the host country's industrial structure,then affect the environmental quality of host country.The technical effect is that overseas-funded enterprise can bring host country advanced technology and knowledge,then let the host country's environment better.The relationship about environmental pollution and economic growth explained by the theory of EKC,the relationship of FDI and economic growth is positive correlation.Analyzed the current situation about FDI,economic growth in Jilin Province,Pollution Emissions,concluded that the tendency of FDI in Jilin Province increase gradually,the same as the Proportion in the whole country,but the distribution of FDI in Jilin Province is not well-proportioned,the scale of FDI in Jilin Province is small compare to developed area in China.The economy of Jilin Province increase in a low speed,and the rate under the average number of China,the rate of economic aggregate as a percentage of the country is decrease,but the industrial institutions of Jilin Province is better,the rate of contribution tertiary industry Rising year by year.Recently,the air pollution and water pollution decrease,but the solid pollution increase.Thee empirical analysis by Time series of FDI,Pollution Emissions,economic growth,testing the relationship between economic growth and pollution emissions at first,then testing the environmental effect of FDI in Jilin Province.The result indicate lhat FDI give the environment of Jilin negative effects,FDI make the emission of industrial so2 increase notable,deteriorating the environmental quality of Jilin.The fifth chapter on the basis of analysis above,give some suggestions and strategies about FDI in Jilin:perfect the admittance policy of FDI,optimize the policy about environmental protection,perfect the legal system about environmental protection and supervision mechanism,change the thoughts of self-development,enhance the people's environmental consciousness.
