Environmental problem has been ignored for a long time. Till the 1970s, with the development of economy and the environmental degradation, people began to pay attention to the relationship between economic and environment. For the 30 years of Chinese Form and Opening up, economy in Jilin province has made a great progress. However, in the process of development, there were some problems came out as well. The problem between economic and environment is relatively more important. The plan of rejuvenating Northeast old industrial bases has been carried out and the Scientific Outlook on Development has been put into practice. Jilin province is located in the center of Northeast. So how to balance the development of economy and environment is becoming more and more important. This thesis tries to investigate the relation between economy and environment through Kuznets curve. Moreover it will make a prediction of the environmental trend by using analysis results and give policy proposal at last. Choosing the method of Kuznets curve to analyse the relation between economy and environment has theoretical and realistic significance.This thesis tries to analyse the data during 1991and 2007 through Kuznets curve by the usage of econometric model software-spss. It will come to the conclusion of the relation between economy and environment. The Kuznets curve is based on the development condition of GDP per capita and the index of effluent volume of industrial waste water, dust and sulfur dioxide.The software of spss shows that there is a slight U type curve with the developed economy and environmental quality in jilin province. With the development of economy, the width of the effluent volume of industrial waste water drop at first, and then goes up. The lowest mark comes out at the point of 5000 yuan per capita income, then appears the upward trend. Around the lowest mark the effluent volume of sulfur dioxide changes a little. However, the main trend is going upwards. Due to the lack of interpretation between the effluent volume of dust and the GDP per capita, this thesis doesn't choose the effluent volume of dust data to analyse. In the U type curve of GDP and the effluent volume of industrial waste water, there is a sharp drop curve on the left lowest point, while the right is comparatively flat. On the whole, it can be considered as a curve and the interpretation is good. For the studies of scholars from every country, Kuznets curve is not the barometer of environmental quantity. The correction of data and the choice of model affect the accuracy of the pollutant discharge amount trend.Through analysis we come to conclusions as follows:1. The amount of data information and sample are limited and the analysis is only based on 17 years' data, so there are some factors that affect its accuracy. According to the model made by currently data, the pollution index will go up in the near future and make the environment worse.2. The curve which shows the economic development in Jilin is not distinct. Although it shaped like U, the interpretation is not very good. Kuznets curve only use empirical data. Many factor can affect the result. Economic development is not the only reason that affects the environment. The U curve is one of the relationships between economic and environment.3. The year 2007 is the key year to reduce pollution in jilin province. How to achieve the fast development of economic and reduce pollution is the government's topmost priority this year. Comparing effluent volume of industrial sulfur dioxide of the year 2007 and 2008, there is little changes. Almost reached the aim of reducing pollution. Judging by the figure, although there is a stretch in the right part of the curve, we can not exclude the possibilities of its parallel development.
