Research On Joint Prevention And Control Of Water Pollution Across River Basins

In 2016,after the publication of "Opinions on the Full Implementation of the River Chief System,“River Chief System” has been fully implemented throughout the country.The “River Chief System” is a water pollution control system,mainly by the main party and government leaders at all levels as "River Chief ",responsible for river pollution control within the jurisdiction the "River Chief System" effectively implements the concept of green development,and actively promotes the construction of ecological civilization.After the implementation of the "River Chief System",the water pollution of the Yangtze River,Yellow River and other major rivers has been effectively harnessed.However,there are still some problems in water pollution combination in transboundary small watersheds because of the particularity of territorial management of the "River Chief System",which still needs further improvement.The paper is based on the analysis of foreign experience in water pollution control across administrative regions and experience of Water Pollution Control in Inter-administrative Watershed of the "River Chief System",and we summarized the remarkable achievements of various administrative districts in NaiXi River Basin in pollution control planning,water body control,improvement of pollution control facilities and joint management.Aiming at the present situation of river length system management,such as the fragmentation of joint prevention and control of water pollution water pollution prevention and control about the NaiXi River Basin,the imperfect operation system of joint prevention and control mechanism,the non-standard policy continuity the imperfection of ecological compensation mechanism and the imperfect coordination mechanism of the "River Chief System" in provinces and cities.The main reasons for the joint prevention and control of water pollution are as follows: Conflict of interests among multi-stakeholders leads to the difficulties in cooperative prevention and control,administrative divisions lead to the separate governance across regions,the administrative position of the River Chief affects the work of prevention and control,the imperfection of incentive and assessment mechanism,and the imperfection of the mechanism of public participation.To sum up all the analysis,this paper proposes to construct a model for the treatment of complex water pollution across the NaiXi River,which is dominated by the "River Chief System".And to perfect and enrich the River Chief Office,setting up the River Chief Office in the NaiXi River Basin,and coordinating all matters concerning the joint treatment of water pollution in the river basin.The River Chief Office consists of an office,a technical guidance office,a regional cooperation office,an external liaison office and a supervisory office,which carry out joint water pollution control work throughout the river basin in accordance with their functions and responsibilities.At the same time,under the guidance of the River Chief Office,through improving the cooperation mechanism of local governments,such as special consultation system,monitoring linkage mechanism and information sharing mechanism,to actively strive for policy inclination and project support.Through improving the joint reward and punishment mechanism,such as joint law enforcement mechanism,assessment reward and punishment system,river basin ecological compensation mechanism;Through improving the mechanism of public participation,such as expanding the channels of public participation,improving the mechanism of public supervision,and supporting non-governmental environmental protection organizations;It is also necessary to improve the efficiency of joint management of water pollution in river basins by improving the market mechanism of inter-basin management under the "River Chief System".
