Practice And Development Of River Chief System

With the high-speed development of social economy,Chinese ecological environment is now facing increasing pressure.Ecological and environmental protection become a vital problem in which water recourse protection is the priority.Under such condition national government requires all local authorities to formulate a river chief system which suits the needs of local circumstance.In this context,Anxi,which is a county in Fujian Province,makes and implements Anxi County River chief system according to its local situation.This paper takes the construction and practice of the river chief system of Anxi County in Fujian Province as the research object.It studies and analyzes the practice of the system with using methods of literature analysis,field investigation,comparative research and questionnaire survey,and puts forward suggestions at last.It is found that the implement of the river chief system led by the local government has achieved remarkable results in the past few years.However,as time goes,defects and deficiencies are obviously exposed.For example,the unequal rights and responsibilities,the shortage of incentive mechanism and policy measures for enterprises' participation,the lack of professional and technical personnel,little progress for river basin pollution source rectification,low participation of the public,single means of publicity,etc.After a comparative analysis of the experience of the river system in Datian County of Fujian Province and Wuxi City of Jiangsu Province,it is further found that there are also problems such as backward technical means and insufficient financial support for Anxi County in the process of the implementation of the river system.Based on the analysis of the above problems and their causes,this paper puts forward six countermeasures and suggestions;In terms of principal responsibility system implement,we should establish a working mechanism with clear responsibilities,introduce a scientific and effective performance management mechanism,and improve a practical assessment and supervision mechanism;in terms of financial and material support,we should establish a stable financial system,improve the price charging mechanism,improve the salary level of front-line workers,and increase investment in advanced science and technology;in terms of team building,we should strengthen the building of professional and technical personnel and enhance their qualities and abilities;in terms of comprehensive environmental treatment,we should do a good job in agricultural source pollution and rural domestic sewage treatment,control pollutant discharge,and carry out comprehensive treatment and protection of water ecological environment;in terms of establishing and improving theparticipation of the whole society,we should broaden the breath and scope of publicity,strengthen social supervision and feedback,and give full play to all kinds of talents to improve the environmental accomplishment of the public;in terms of innovating the soft path of water resource management,we should control the total amount of water use,improve the efficiency of water use,and establish the mechanism of rewards and punishments.In a word,the implementation of river chief system is not only a tough battle,but also a long-term war.The local government should take sufficient measures to improve and build step by step a long-term mechanism for river and lake management,so as to the further promotion of the river chief system.
