Study On The Problems And Countermeasures Of Water Pollution Prevention And Control In J County,Chengdu City Under The "River Chief System"

Since the Economic Reform and open up,China's economy has developed rapidly and made remarkable achievements in various aspects,attracting worldwide attention.But the extensive economic development mode also brings a lot of environmental problems.Problems emerge constantly and become worsen,such as water pollution,air pollution,soil pollution,forest destruction,water and soil loss.As an important part of the environment,the water environment is also facing severe challenges,for example,serious surface water pollution,more black odor water,and the safety emergencies of drinking water happen frequently.As the source of human life,water is closely related to human production and life.Water pollution has had a great impact on people's production and life,and many people complaints about the water pollution.In order to response to the public's demands,the construction of ecological civilization has been incorporated into the five-in-one strategy in the report of the 18 th National Congress of the Communist Party of China(CPC).The state issued an action plan named ?Action Plan for Prevention and Control of Water Pollution?(also known as “the ten-measure action plan to tackle water pollution”)in 2015,and revised ?The law of the People's Republic of China on water pollution prevention and control?in 2017,putting forward guidance for prevention and control of water pollution.Sichuan province also issued ?the work plan of Sichuan province about <Action Plan for Prevention and Control of Water Pollution>?in 2015,and the government of Chengdu issued ?the work plan on prevention and control of water pollution in Chengdu City?in 2016.We can see that,from the Party committee and the central government to the local government,they have begun to attach importance to environmental protection and focus on water pollution.In the exploration of water environment management and protection,The River Chief System came into being.Since the pilot implementation of The River Chief System in Jiangsu Province,it has indeed achieved good results in control of water pollution.Based on the current situation of water pollution prevention and control in J County of Chengdu,this paper studies and explores the key problems restricting the prevention and control of water pollution in J County of Chengdu under the “ River Chief System”,and puts forward solutions for the problems existing in the prevention and control of water pollution in J County of Chengdu under the “River Chief System” in combination with the actual situation and based on the long term,so as to effectively improve the prevention and control ability of water pollution in J County of Chengdu?In addition,it can also improve the quality of water environment and strengthen the construction of water ecological civilization in J County,Chengdu.This article will base on the theory of coordinated governance,the theory of inter-governmental relations,and the theory of responsible government.In addition,this paper comprehensively uses the methods of investigation,literature,case analysis,comparative research,and so on.Focusing on the main line of water pollution prevention and control,combined with the new government management tool-The River Chief System,in-depth analyzes the water pollution prevention and control events ?situation of water pollution?water pollution sources and traditional water pollution control measures in J County of Chengdu,etc.Through the data comparison and other ways,we can understand the effect of water pollution prevention and control;with the help of library,Internet,database and other resources,we can collect the research literature and books of water pollution prevention and control at home and abroad and the system of river chief.On this basis,I analyze the mechanism,mode,measures and problems of water pollution prevention and control in J County of Chengdu under the system of river chief.Finally,through the necessary data,data analysis and experience at home and abroad,the improvement ideas of water pollution prevention and control in J County of Chengdu are put forward.
