Risk Assessment Of Old VLCC Offshore Oil Storageleakage Accidents

The use of the VLCC(Very Large Crude Carrier)on hold as a marine oil storage is a new trend formed by oil storage companies in recent years.Although the old VLCC is used for offshore oil storage,it has certain advantages.However,due to the natural environment,working environment and special process of the old VLCC offshore oil storage,plus the special physical and chemical properties of crude oil(Such as flammable,explosive and corrosive,etc.,there is a great potential safety hazard in the VLCC offshore oil storage process.The biggest threat to the safety of old VLCC offshore oil storage is crude oil leakage.If you do not attract enough attention and vigilance,there is no awareness of precautions,no measures and countermeasures against precautions,and once a leak occurs,it will be disastrous.Therefore,it is particularly urgent to explore the risk assessment theory and risk assessment technology of the old VLCC marine oil storage leakage accident in line with China's national conditions.Based on the actual research,this paper constructs the risk identification process of the old VLCC offshore oil storage leakage accident;analyzes the causes of the risk,and compiles the risk identification list based on the identified and potential risk factors.Aiming at the identified risk factors,the evaluation of the risk of offshore VLCC marine oil storage accidents by AHP and FCE integrated evaluation method was explored;the whole risk assessment process was introduced in detail.The effects of different damage caliber and wind speed on the leakage rate and diffusion range of crude oil tanks were calculated and simulated by PHAST software.Finally,based on the identified risk factors combined with the results of simulation analysis,the basic ideas and suggestions for the risk control of aging VLCC offshore oil storage accidents are proposed.This paper can be used for reference and research in the risk assessment of crude oil leakage for aged VLCC offshore oil storage enterprises and offshore crude oil transportation enterprises.
