Analysis Of "The River Chief System" Based On Holistic Governance

The work of "river chief system" is the effective grasp of controlling water environment,repairing water ecology,preventing water disasters and strengthening law enforcement and supervision in China today,and it is an important embodiment of the modernization of management system and powerful ability in water control work.Meanwhile,it is a good way to solve the "Water Control of Kowloon" and "Tragedy of the Commons".In the 2017 New year message,General Secretary Xi Jinping has said,"there should be a river chief in charge of each river," marking a full affirmation and full deployment of the work of the "river chief system" at the national level.It shows that the "river chief system" is not only an innovative move to implement Xi Jinping's thought of ecological civilization with Chinese characteristics in the new era,but also a key measure to promote the battle for the prevention and control of water pollution.However,water pollution control is a long-term and complex problem,the input cost is high,the repair effect is long,and it is impossible to meet the people's yearning for a better ecological environment overnight.It is also impossible to do a good job in the innovative work of the "river chief system".Therefore,in the process of promoting the "river chief system",how to perfect the system and make up for the deficiencies is an important practical problem to test the effectiveness of the work.It is also an important theoretical issue to explore the way of water control at the same time.This paper takes the holistic governance as the research tool,takes the work of "river chief system" in Zhengzhou as the research sample,and takes the literature research method and case study method as the main research means,starting with the coupling of holistic governance and "river chief system".With the connotation of the theoretical tool of holistic governance,this paper compares and analyzes the current situation,achievements and experience of the implementation of "river chief system" in Zhengzhou,and compares the working model of holistic governance.This paper analyzes the problems existing in the current "river chief system" and its causes,so as to put forward the feasible suggestions of path optimization and realize the guiding significance to the practical work.Through research and comparison,the work of "Zhengzhou" river chief system can be improved in five aspects: optimizing the concept as the guide,speeding up the construction of information platform,constructing trust mechanism,perfecting coordination mechanism,and realizing the effective integration of resources.In order to achieve the "river chief system" work to improve and enhance,to meet the people's yearning for a beautiful ecological environment.
