The problem of water pollution in China is complicated and severe.It is extremely urgent to propose an effective plan for water pollution control.The cyanobacteria event in Wuxi as a trigger which promoted the birth of the river chief system,with river chief system spreading in our country and getting remarkable achievements,General Office of the CPC Central Committee and General Office of the State Council issued " Views on the full implementation of the river chief system" in 2016,the river chief system was written into “water pollution prevention and control law”in 2017.Because river chief system is a system of practice first,It was initially unconcerned by the theoretical circle.Despite the development of the river chief system in recent years,the theoretical circle has begun to pay more attention to it,it still fails to establish a perfect theoretical model.It leads to the lack of theoretical guidance in practice,and solve the problems only through practical experience,so it is extremely easy to form a state of confusion.Although different rivers and lakes need to make appropriate plans according to local conditions.But the water environment is a whole.If the same watershed management departments are different in management system,It will be harmful to the overall water environment protection.In the beginning stage of the river system,the basic theoretical system is needed to guide its direction in practice.The river chief system lacks system details and guarantee mechanism in practice,it leads to the lack of statutory authority in management,it is difficult to hold accountable when problems arise,the unclear powers and responsibilities hinder the effective use of the river chief system.This paper attempts to construct a theoretical basis for the modeling of river chief system,Defining the system orientation and characteristics of river length system.,through the empirical analysis of Beijing,Guangdong province,Sichuan province,Xi 'an of Shanxi province,Loudi of Hunan province,da tian of Fujian province,Hubei province,Daqing of Heilongjiang province and Shaoxing of Zhejiang province.Then the theoretical problems existing in the river chief system of our country are analyzed.Firstly,it can be concluded that the river chief system in our country is the coordinated governance mode of party and government leaders,through the empiricalanalysis of the above nine typical examples of innovation.Therefore,as a basic,the organization form and work content of the river chief system are clarified,its core is to construct the coordination mechanism between different river chief,river chief and functional departments,functional departments,and in order to ensure the orderly operation of the river chief system,there should be corresponding supervision mechanism,accountability mechanism and other safeguard mechanism.The power of the river chief includes the power to formulate the river lake management plan in the jurisdiction area,the power to coordinate the division of labor between the subordinate functional departments and the subordinate rivers,the power to supervise the river and lake management matters,the power to reward or punish the personnel involved in river and lake management matters,the power to sign an administrative agreement with the other party.The business scope of the river chief is mainly water resources protection,river and lake area management protection,water pollution control,water environment management,water ecological restoration and law enforcement supervision.In terms of monitoring and accountability,there are mainly assessment mechanism and public supervision mechanism.The evaluation mechanism of river chief system is to link the effect of river governance to the promotion,achievement and interest of party and government leaders,which gives officials the internal impetus to control water pollution and improve water environment quality.And there is innovative use of the "margin system" and "a veto system" in this mechanism.The public supervision mechanism mainly includes folk river chief system,public interest litigation system and public opinion supervision mechanism.All in all,the river length system is an innovative system measure in our country's water environment governance,and it's in its infancy that needs constant exploration and improvement in practice and theory.The connotation of its environmental law theory deserves further study and discussion.In this paper,the construction of the theory foundation of river length system is only a preliminary exploration,and I hope it can make a small contribution to the development of the river system.
