Research On The Policy Effects And Improvement Paths Of The “River Chief System” In Ningbo

The so-called "river chief system" is a system that the main party and government leaders at all levels of the government are responsible for the management and pollution control of rivers within their jurisdiction.It is a basic system for the government to take responsibility for the quality of river's water environment,and these leaders are called "river chief".It originated from the water environment crisis of Taihu Lake in Jiangsu Province in 2007,and Wuxi put the system into practice for the first time in the follow-up process,which promoted its vigorous development throughout the country.In order to respond to the call of national ecological civilization construction,cooperate with the Zhejiang provincial party committee and government to carry out the work of "five-water co-governance" and fulfill the government's mission of improving water environment quality and maintaining water ecological security,Ningbo has officially implemented the "river chief system" in the whole city since 2014.Firstly,this paper introduces the research background,significance,current research situation and relevant theories of the "river chief system".Secondly,it describes the overall framework and policy output of the "river chief system" in Ningbo,generalizes its policy advantages of overall coordination,flexibility,high efficiency and clear responsibility,and summarizes its direct,incidental and potential effects since the implementation of the policy for four years.Then,it points out the problem that the "river chief system" is facing in Ningbo,such as the coordination between departments and regions is still difficult,the administrative dependence on the government is obviously excessive,the relative lack of relevant laws and regulations,the weak public participation and supervision,and the frequent turnover of river chief and the large turnover of personnel.At the same time,the causes of these problems are analyzed,including the coordination mechanism has not been really implemented yet,the strength of non-governmental environmental protection organizations is not strong enough,the law formulation at the national level is relatively lagging behind,the government and the media have not played a good role in education and guiding,and the long-term effectiveness of the policy is obviously insufficient.Finally,this paper proposes various improvement paths for the "river chief system" in Ningbo combined with the actual situation,including promoting social participation in river regulation,improving the legal construction of water environment governance,integrating multiple systems to guarantee the river regulation,and seeking for more propaganda methods conducive to promotion.
