In 2017,General Secretary Xi Jinping mentioned in the New Year message that “every river will have a ‘chief'.” The river chief mechanism once again entered the public eye,and was advocated by local governments and widely praised by the media.However,there has been a debate in the academic community about the environmental governance mechanism of the river chief system.Furthermore,most of the related researches focus on the perspective of institutional mechanisms,but there are not many studies focusing on the analysis and exploration of the river chief mechanism in the specific practice process.Especially in Guangdong and Guangzhou,there are only a few studies on the management of water environment involving the river chief mechanism.At the same time,in the context of socialism with Chinese characteristics in the new era,it is meaningful to further explore and analyze the river chief mechanism with the combination of specific practices.Therefore,the author hopes to focus on the practice of the river chief mechanism applied to the black-and-malodorous river in the Baihaimian of Baiyun District.This research follows the holistic governance theory as the guide,uses the literature research method and the case study method,carries out analysis,draws on previous research results and personal practice thinking,and proposes some suggestions.The goal of this research is to provide a supplementary reference for the public management of the ecological environment under the context of fully implement the river chief system in the new era of socialism with Chinese characteristics and the promotion of the modernization of the national governance system.
