Since the 18 th National Congress of the Communist Party of China,with the rapid development of China's market economy and the deepening of reforms,as well as the implementation of a series of measures such as the government's decentralization and decentralization,it has brought significant development opportunities to Chinese enterprises while also facing them.A huge challenge.In particular,chemical companies in the domestic and global chemical market competition,accompanied by the acceleration of the frequency of technology replacement,consumer demand diversification triggered market competition,bringing greater pressure on the development of enterprises.This also motivates enterprises to gradually improve the internal human resource management model from the internal management to the external agency management.In short,the human resources outsourcing management has become an increasingly complex and fierce response to the enterprise.Market competition,the primary choice for effectively solving the management problems that may arise in the course of business operations.Evonik is an innovative multinational industrial company with a background in German capital.The company specializes in fine chemicals and specialty chemical products.The business scope is based on the Asia Pacific region as a core market,taking into account the traditional European and North American market potential markets.After years of self-optimization and innovation,the company has established a set of corporate governance structure and system that suits its own development rules and covers its own characteristics.Evonik has its own unique industry characteristics,which is different from other companies' human resource management.This paper first introduces the development history,organizational structure and department,job setting and the status of manpower outsourcing management of Evonik from the perspective of the company's sustainable human resource management,and recruits and trains in the process of human resource outsourcing management.The performance,salary and other aspects have been analyzed one by one.At the same time,it is closely related to the problems in the operation and application of HR outsourcing practice.Through the study of the systematic theories of a large number of academic journals,theoretical literature and survey reports,combined with the actual situation of Evonik's human resources outsourcing management,from the perspective of the basic theory and method of human resource outsourcing,and then analyze the current stage of Evonik Division of departmental responsibilities in the process of human resources outsourcing management,company position and staffing,human resource management system,implementation process and content of human resource outsourcing management,and existing problems,and application of SWTO analysis to analyze Evonik's human resources Outsourcing management decision-making overall environment,and then the optimized design principles and ideas of long-term human resource outsourcing management solutions that are compatible with Evonik's core competitiveness,as well as Evonik's recruitment and training outsourcing management plan development and company performance and Related management plans such as compensation outsourcing.Finally,from the implementation points of Evonik's human resources outsourcing management plan,supporting service measures and the company's organization and manpower protection,the author discusses the implementation and guarantee of Evonik's human resources outsourcing management plan,etc.The long-term stable development of human resources outsourcing management and even human resource management provides strong support and guarantee for the company to control the complex and volatile market environment.
