Since the reform and opening up,China's economy has experienced unprecedented rapid development.With the acceleration of industrialization and urbanization,China's pollutant emissions have also increased significantly,which together with the growing regional economic level differences,has become the two most important challenges facing China.In recent years,from the perspective of spatial distribution of environmental equity,whether there is a correlation between economic development and pollutant emissions has attracted extensive attention of scholars and policy makers.For a long time,industrial development has always been an important driving force for China's economic development,and China's environmental pollution mainly comes from industrial production.In this paper,the methods of spatial analysis and traditional analysis are combined to study the current situation,influencing factors and countermeasures of environmental equity,taking the discharge of industrial wastewater,industrial waste gas(industrial sulfur dioxide,industrial smoke,dust)and industrial solid waste as the main research objects.Understanding the relationship between industrial pollutant discharge and economic development and its influencing factors will play a guiding role in formulating pollutant emission reduction targets and measures accurately and effectively.This paper reviews and reviews the relevant literature at home and abroad.Based on the income inequality analysis tool,the Environmental Equity situation of the eastern,central,western and Chinese provinces from 2000 to 2016 was measured by using the Theil index and the Environmental Equity Coefficient(EEC).At the same time,using panel data from 2000 to 2016,combined with Kuznets curve and semi-parametric fixed-effect regression model based on STIRPAT model,the model is extended by introducing variables such as economic factors,population factors,energy intensity and urbanization rate.The relationship between economic and environmental equity in 31 provinces and eastern,central and western regions of the country during 17 years is simulated to reveal the relationship between economic and Environmental Equity.The law of development of the Department.At the same time,LMDI decomposition method is used to decompose environmental equity into economic scale effect,economic structure effect and technological effect.From the perspective of mechanism,this paper explores the impact and change trend of each effect in different periods of development in different regions of the country,and analyses the difference of effect and effect among different regions in the province.It is found that the inequity of industrial pollution emissions mainly comes from the differences within the region,while the inequity within the region mainly comes from the differences among the eastern provinces and cities.There is an inverted U-shaped curve relationship between economic development and environmental inequity in China.That is,with the per capita GDP rising,environmental inequity increases first.When the economic development exceeds a certain level,environmental inequity will decrease with the per capita GDP rising.At present,the emission of pollutants in China is still at a high level,and there is much room for emission reduction.The breakthrough of emission reduction is mainly in the central and western regions.At the same time,factor decomposition study found that economic scale effect and technological effect have a greater impact on environmental equity,while the impact of economic structure effect is limited.The changes of the effects in the eastern,central and western regions are consistent with the general trend,but the effects show regional differences.The underdeveloped regions make use of the"late-developing advantage",actively utilize the existing ecological conditions,and make use of the development assistance conditions such as information technology,and strive to walk out the road of green ecological development.The innovat:ion of this paper is to combine spatial analysis technology with traditional analysis technology,and add environmental equity as a dependent variable to EKC for the first time.Emphasis is laid on examining the causes of environmental inequity,expanding the content of environmental Kuznets curve,and selecting semi-parametric fixed effect method to fit the economic-environmental relationship,avoiding the parameter regression method may lead to the model set by mistake,the conclusion is more robust and reliable.
