Since China joined the WTO, with more frequent trade, we are gradually integrated into the world which is the largest economy. Living in the world with science and technology, we experience the era of rapid economic development and the global integration which brought us a huge change. However, followed by improved living standards is the nature pollution,we drop garbage everywhere, and do unreasonable treatment of automobile exhaust emissions, industrial wastewater,waste and other raw materials. So in recent years, our country’s ecological environment is facing a severe test. Emissions of these pollutants even beyond what we can bear, to this end, our country in the area of trade often suffer hinder such as "green trade barriers", "carbon tariff" and so on. 2015, the CPC Central Committee issued "Thirteen Five-Year Plan," that pointed out: the next five years we want to promote the establishment of green low-carbon development cycle of industrial system, reform the basic principle of environmental governance, and then establish a unified national real-time online environment monitoring system.Environment closely related to us. With the global trade links more closely, it is essential to explore the road of green development.This paper selects the 2003-2014 twelve years of China’s 31 provinces, autonomous regions, municipalities directly under the central government as the research object,in the tradition of the Kuznets Curve Based on combined with China’s basic national conditions, we use the per capita GDP, the ratio of the third industry, total factor productivity and environmental policy which as dummy variable, and establishing the common panel EKC model, common panel EKC expansion model and spatial panel EKC model and spatial panel EKC expansion model,we study the relationship between depend variable and independent variables. In order to make environmental indicators reflect better, this paper gets rid of the research is generally used in single environmental indicators, but the use of principal component analysis will be combined with the five kinds of single environmental indicators as comprehensive index to study. In this paper, we will compare between four different models to test whether the space effect, and analyze the effects of GDP, the structure effect,technical effect and policy with the environment.The results show that: 1, in the ordinary panel based model, showing the U relation between GDP per capita and environment index; 2, in the ordinary panel extension model, when the other control variables are fixed, the comprehensive index of environmental quality and per capita GDP showed U type relationship.Technology effect and industrial structure effect has significant positive influence on the environment, and the policy effect is not significant; 3, In the extended spatial panel model, two dummy variables policy effect in SLM model and SEM model are shown.One is the "water pollution control law"(Revised Edition) had a significant impact on the quality of the environment, the other is "forest law"(Revised Edition)that affects the environment is not obvious; 4, The regional environmental level spatial correlation exists, Which means the local pollution emissions or pollution control will have an impact on the adjacent area.
