With the annual expansion of China's oil consumption,the external dependence of oil has risen rapidly.At present,the state has built a large number of oil depots in coastal areas,but because the coastal areas of China belong to the monsoon zone,heavy rainfall caused by frequent accidents to the healthy development of the oil storage industry poses a great threat,so the risk of heavy rainfall in Port-vicinity oil depot is systematically analyzed to determine its key influencing factors,It is necessary to propose a comprehensive response technology solution.Based on the research object of Port-vicinity oil depot as a disaster body,this paper constructs a system of vulnerability influencing factors in four aspects,including personnel,equipment and facilities,environment and resilience,on the basis of which complex networks,AHP,information entropy theory and Matlab are used to establish the inclusion: vulnerability of personnel,vulnerability of equipment and facilities,environmental vulnerability.Resilience Evaluation Index system and evaluation model of the vulnerability of4 level I index,10 two levels and 40 three indexes,etc.,and an empirical study in combination with concrete examples,such as one level and the level of exposure,sensitivity and management response ability.In order to further improve the applicability of this study,based on Java,HTML gement theory and methods,the construction of the port oil depot heavy rainfall early warning evaluation and emergency decision-making system,the system includes management model vulnerability assessment,data monitoring,early warning,material monitoring,The emergency response module can realize the disaster risk early warning assessment,emergency decision and emergency rescue of the Port-vicinity oil depot to the heavy rainfall disaster.
