In recent years,with the sharp rise of China's oil consumption,the dependence on imported oil is increasing year by year.In order to hedge risks,the oil reserve base was established on a large scale by the state.By 2017,China has built 9 national petroleum reserve bases,7 of them were established in the littoral areas.In addition,there are a large number of small and medium-sized petroleum and its products reserve enterprises in coastal areas of China.As China's coastal areas are also the most developed economic and social regions in China,the regional population and logistics are highly concentrated.In order to guarantee the safety of the reservoir itself and the society and environment around the reservoir area,it is necessary to study the safety production of the littoral oil depot systematically.In this paper,the littoral oil depot is used as research object.On the basis of referring to the safety management mode of oil depot at home and abroad,the special geographical environment and climatic conditions of the littoral oil depot are taken into consideration.Firstly,based on the literature review and the systematic investigation of some oil depot,the cause mechanism and the factors of the major accidents in the littoral oil depot are analyzed systematically,the accident cause mechanism of the oil depot was determined.The factors affecting the safety in the production process of the littoral oil depot are analyzed comprehensively,and a system of factors affecting the safety of the littoral oil depot including 4 sub-systems including personnel,objective existence,environmental and management and 34 factors were established.Secondly,based on the safety factor system of the littoral oil depot,safety impact factors are quantified and safety rated.The littoral oil depot emergency evaluation index system consisting of 4 first-level indicators,10 second-level indicators and 42 third-level indicators was determined,and the single index emergency warning threshold and systematic emergency evaluation level are determined.The multi-factor coupled complex system analysis method and AHP(analytic hierarchy process)are used to construct the emergency grade evaluation model of the littoral oil depot.Finally,the emergency indicator is used as the monitoring and evaluation unit,the coupling theory and the AHP model are used as data processing methods,and the calculation results are graded for early warning.The littoral oil depot emergency system,which is based on data monitoring,indicator early warning,emergency resources and emergency response,is built.The man-machine interface of the system is designed with html,css,echarts,JavaScript and other programming language and tools,and explain the functions and content of each interface.
