From Environmental Authoritarianism To Participatory Governance

Nowadays climate change has become a hot issue in the field of global governance,after the US withdrew from the Paris Agreement,a new situation emerged in the global climate governance.Under the existing framework convention,such a decision would increase funding shortfalls in the fight against global climate change and increase emissions cuts for existing countries.In terms of the actual actions taken by the international community in global climate governance and the actual effect,the performance is far less than expected.There is still a huge gap or even a serious gap in emission reduction from the commitment limit.The overall situation of emission reduction is not optimistic.As the world's largest emitter of greenhouse gases,China is under great pressure to reduce emissions.As China's domestic population continues to move to cities,the number of the middle class increases,the public consumption pattern changes,and China's pressure to reduce emissions increases day by day,China's climate governance model and the effect of climate policies have become the key to whether China can achieve its emission reduction commitments.From the domestic perspective,insist on green development path,construction of ecological civilization is to construct a new era of socialist modernization with Chinese characteristics power point,forming a green sustainable development model and building a community of human destiny has intrinsic consistency,no matter from the point of view of international or domestic climate governance in China are facing unprecedented opportunities and challenges.In this context,the main purpose of this paper is to sort out the historical changes of China's climate policies in different periods since 1990 from the perspective of environmental authoritarianism and participatory governance mode,and to clarify the leading institutions,policy priorities and development trends of climate policies in different historical periods.This paper analyzes the characteristics of the governance model dominated by environmental authoritarianism in the early stage,its advantages and limitations.At the same time this paper focus on China's climate policy by environmental authoritarianism to participatory governance model transformation trend,In recent years,the Chinese government has gradually realized the limitations of the dominant position of the central government and the marginal position of other actors under the model of environmental authoritarianism.In order to improve the implement of climate policy,promote the realization of the target,China encourage local government positive policy innovation in terms of climate policy,while encouraging guidance to the enterprises and the public,new media,diversification of nongovernmental organizations 'and other actors involved in the action on climate change,rising non-governmental body in the depth and level of participation in the process of climate policy,prompting climate shift gradually to participatory governance model.In recent years,the trend of climate policy,local governments,enterprises,non-governmental organizations,new media and the public are in the process of China's climate policy shows different levels and different forms of participation,in the foreseeable future China will gradually change past climate areas of the central government to sing "monologue" mode of governance,and transform into a mixed governance mode with environmental authoritarianism governance mode as the main mode and participatory governance as the auxiliary mode.At the same time further encourage nongovernmental actors on the premise of abide by the laws and regulations involved in the climate policy process,gradually improve the limitations of past governance patterns exist.While contributing Chinese wisdom and solutions to the global climate governance system,we will thoroughly implement the development strategy of building an ecological civilization and pursuing a green path.
