The Status And Improvement Of Alxa SEE Foundation's Participating In Environmental Governance

The environmental pollution brought about by the industrial revolution has also spread across the globe along with industrial transfer.In the face of environmental problems,there are failures between the two regulatory mechanisms of the government and the market.Therefore,the environmental movement and environmental non-governmental organizations are gradually emerging,which play a very good complementary role in environmental governance.At the same time,their impact is not confined to the field of environmental protection,but penetrated into all aspects of people's lives.Since the reform and opening up,China has gradually developed into a "world factory",which also makes China face enormous environmental and ecological pressure.For this reason,China proposes to make a ecological civilization system,which calls for the construction of a social action system for ecological environment protection,and to guide social organizations to carry out activities for ecological environment protection according to law.At present,although China's environmental non-governmental organizations have made great achievements in environmental governance,but there are still many problems in the process of participating in environmental governance,it is worth our serious reflection and research in the context of the new era.As an organization with professional knowledge and a better understanding of people's needs,which can effectively compensate for the functions of government and market,how can environmental social organizations improve the level of environmental governance in ecological environmental governance? What are the conditions for an organization to grow up? What kinds of capabilities and norms do we need to participate in governance? This paper tries to answer these questions through the case study of Alxa SEE,and puts forward some suggestions for the development of environmental NGOs.The thesis is divided into five parts.first is the introduction of research background,research purposes,literature review,research methods and ideas,research content and so on.The second part is the related concepts and basic theory of the paper: mainly on the definition of non-governmental organizations,environmental governance were elaborated.And the theoretical basis of this paper: participatory governance theory and third-party governance theory are introduced and analyzed.The third part is the status quo of Alxa SEE participating in ecological environment management: mainly expounds the status quo of Alxa SEE participating in ecological environment management.Based on the brief introduction of Alxa SEE projects and cases,the paper further analyzes the shortcomings of Alxa SEE participating in ecological environment management.The fourth part is the analysis of the inadequacies of Alxa SEE'sparticipation in eco-environmental governance: mainly from the lack of laws and regulations supporting the Alxa SEE fund,the weak ability of environmental non-governmental organizations to raise funds,the shortage of professional and technical personnel of environmental non-governmental organizations,and the underdevelopment of environmental non-governmental organizations.The cause of the layer.The fifth part is the improvement of Alxa SEE participating in ecological environment governance: Combining with the deficiency of Alxa SEE participate in ecological environment governance,the paper puts forward the legal status of Alxa SEE Foundation participating in environmental governance,the establishment of subsidy system,the broadening of financing channels,the perfection of talent mechanism,and the enhancement of the independence of environmental non-governmental organizations.Operational capacity and other countermeasures to improve the status of SEE participation in ecological environment management in Alxa.
