Since the reform and opening-up,our country's economy is growing rapidly, but the traditional development model of"high input, high consumption, high pollution, low quality, low efficiency, low output" and "pollution first, then treatment;destruction first, then treatment" has made environment pollution problems has become an important factor of restricting the China's sustainable development. The development modes and levels of different periods and regions are slightly different,so the speed and quality of economic growth and the level of pollution emissions are also different. In order to maintain the sustainable development of economy, the 13th Five-Year Plan for Energy Saving and Emission Reduction prescribes the total emission of chemical oxygen demand, ammonia nitrogen, sulfur dioxide, nitrogen oxides and volatile organic compounds in major districts.Under the background of the government's vigorous advocacy of pollution control,it is of practical.significance to discuss the relationship between economic growth and pollution emissions in different periods and regions. This paper takes the period comparison and the regional comparison as the breakthrough point, uses the data disclosed by the wind database and statistical yearbook to explore the impact of environmental pollution on economic growth in two periods(Before Socialism with Chinese Characteristics Enters a New Era,After Socialism with Chinese Characteristics Entering a New Era in 2013)and three different regions(eastern, central and western). The main purpose of qualitative analysis is to analyze the quality of economic development and the trend of pollution emission. In the analysis of the differences before and after the new era, this paper finds that in terms of economic growth, the quality of economic growth has improved significantly after the new era,and in terms of pollution control, the environmental protection policy formulated after the new era has achieved remarkable results. The empirical part mainly explores the differences of environmental impacts on the economy of different periods and regions. The conclusions of this paper include:from the perspective of period comparison, before 2013,economic growth comes at the expense of the environment, and after Socialism with Chinese Characteristics Entering a New Era,the improvement of environment is improving the quality and speed of economic development;from the perspective of regional comparison, the economic growth of the eastern region is affected by industrial waste water and industrial smoke emissions, and the economic growth of the central region is mainly affected by the discharge of industrial solid emissions. The economic growth in the western region is mainly affected by industrial S02 emissions. This paper is of practical significance to understand the relationship between economic development and pollution in different periods and regions.
