Study On The Problems And Countermeasures Of Water Environment Treatment At The Grassroots Level

The 19 th CPC national congress proposed to build a social governance pattern of joint efforts by the people,common governance and Shared benefits.We will strengthen and make innovations in social governance and modernize the system and capacity for governance.The basic needs and major orientations of the masses are often first presented at the grassroots level.Therefore,in the process of promoting the modernization of national governance,the first step is to make the grass-roots social governance effectively run,which not only affects the implementation of the macro policy of social governance,but also directly reflects the overall performance of social governance.In recent years,with the sustainable development of aquaculture industry in China,environmental protection problems in aquaculture have attracted more and more attention.Therefore,how to establish a scientific,reasonable and ecological aquaculture system,reduce environmental pollution and realize the healthy and sustainable development of aquaculture by means of diversified management measures has become an important part of water environment management in grassroots society.This paper starts with the pollution sources in the aquaculture industry,and on the basis of analyzing the causes of aquaculture pollution,mainly studies the treatment strategy and environmental protection measures of aquaculture pollution.This paper is mainly divided into six parts: the first part is the introduction part.This paper mainly expounds the background and significance of this paper from the macro level,summarizes the research achievements of domestic and foreign scholars on social governance,and briefly introduces the research methods,research ideas and innovation points of this paper.The second part elaborates the relevant theories of grassroots social water environment governance,summarizes the contents of water pollution and water environment governance in China at present,as well as the status quo and existing problems of grassroots water environment governance.The third part is to analyze and evaluate the practice and practice of black fish breeding sewage treatment in the process of transformation and upgrading.The fourth part from the government,farmers,citizens,social organizations four aspects of the grass root pollution control problem analysis.The fifth part,on the basis of the above,from two aspects of perfecting the responsibilities and mission of grass-roots government and perfecting the cooperative governance between government and other subjects,puts forward the countermeasures of grass-roots water environment governance.The sixth part is the conclusion of this paper.
