The pipeline transportation business of urban water supplying industry has natural monopoly and lacks competitive environment.With the transformation of government's function to social purchasing services,the state-owned enterprises with franchise will face cross-regional competitive pressure in the future.As a wholly state-owned enterprise with franchise in drainage industry of Beijing,the B Company has four main business sectors:pipeline network operation,sewage treatment,reclaimed water production and utilization,and sludge treatment.In 2012,the B Company signed franchise with Beijing.Although the implementation of enterprise management,facing too much excessive government participation,redefinition of Beijing's functions as the capital,the society putting forward stricter requirements for drainage companies.In the process of internal management,B companies have appeared many problems,such as low efficiency,unclear division of departments' powers and responsibilities,too many obstacles to management paths,too little domestic market share,and the existing influence of "half enterprise and half enterprise".In order to solve the above problems,the B Company needs to readjust its strategic layout.Combining with the latest franchise established by Beijing Municipal Government,the Companies B needs to improve the existing management system and the service quality of pipeline operation and maintenance to realize the first-class standard,so as to lay a solid foundation for the capital to better perform its government functions.Through questionnaire survey,field survey and one-to-one interview,this paper uses case analysis.Firstly,the author divides the development process of Company B into three stages,summarizes the experience and achievements worth learning from,and studies the development status of Company B from eight aspects:organizational structure,personnel structure,financial situation,main business,market expansion,cultural brand,scientific and technological research and development,external procurement and organizational construction.Then the author summarizes the advantages and disadvantages of Company B at present.Secondly,combining with the current macro-environment,the necessity of Company B's transformation is discussed.Thirdly,combining with the competitive environment of water industry,the problems and challenges faced by Company B in the process of transformation are investigated and analyzed on the spot.Finally,combined with the analysis results,the strategic path of Company B's transformation in the future is planned.In order to develop in the fierce market competition in the future,the following eight aspects should be taken into consideration:market development,water environment improvement,financing channel construction,core technology research and development,equipment management,urban operation and maintenance guarantee,market-oriented exploration of franchising and internal management.
